SUBJECT: Nomination and Selection of Mayor Pro Tempore
BACKGROUND
Resolution No. 2019-3798, Adopting Rules of Procedure for Council Meetings, states in
Section 3.1. for Presiding Officer, Selection and Term, that for each odd numbered year,
the City Council shall meet at the last regular meeting in November to choose one of its
number as Mayor Pro Tempore. This year, the item is being considered at the first
meeting in December based on scheduling needs. Each selection shall be by three (3)
or more affirmative votes, and a failure to achieve such total of affirmative votes shall be
deemed a selection of the incumbent to remain in office. Each person so selected shall
serve until a successor is chosen (at any time) by three (3) or more affirmative votes.
Councilmember Groff currently serves as Mayor Pro Tempore. Historically, the outgoing
Mayor Pro Tempore has put forth the first nomination for the selection.
The next scheduled selection of a Mayor Pro Tempore will take place after the election in
November 2024.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.
FISCAL IMPACT
None.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
STAFF RECOMMENDATION
Select a Mayor Pro Tempore.
