MINUTES OF THE JOINT MEETING OF THE
CITY COUNCIL AND ARTS COMMISSION
Moorpark, California April 12, 2023
A Special Joint Meeting of the Moorpark City Council and Arts Commission was held on
Wednesday, April 12, 2023, at 6:00 p.m. at the Moorpark Community Center located at
799 Moorpark Avenue, Moorpark, California.
1.CALL TO ORDER:
Mayor Enegren called the City Council meeting to order at 6:00 p.m.
Chair Blaugrund called the Arts Commission meeting to order at 6:00 p.m.
2.THE PLEDGE OF ALLEGIANCE:
Arts Commission Chair Blaugrund led the Pledge of Allegiance.
3.ROLL CALL:
Arts:Commissioners De Haz, Elliott, Simons, and
Chair Blaugrund.
Absent: Commissioner Hoberg.
City Council: Councilmembers Castro, Delgado, Groff,
Means, and Mayor Enegren.
Staff Present: Troy Brown, City Manager; PJ Gagajena,
Assistant City Manager; Brian Chong,
Assistant to the City Manager; Jeremy
Laurentowski, Parks and Recreation Director;
Jessica Sandifer, Community Services
Manager; Daniel Kim, City Engineer/Public
Works Director; Carlene Saxton, Community
Development Director; Yolanda Cunning,
Administrative Services Director; Chris
Thompson, Senior Information Systems
Administrator; and Ky Spangler, City Clerk.

None.

5.PRESENTATION/ACTION/DISCUSSION:
A.Consider Update on Strategies, Goals, and Objectives for Fiscal Years
2021/22 and 2022/23. Staff Recommendation: Receive and file updates of
the Strategies, Goals and Objectives for Fiscal Years 2021/22 and 2022/23.
Mr. Brown gave a brief oral report.
There were no speakers.
The City Council and Arts Commission discussed: 1) how will the
committee for naming of the festival be handled; consider forming a
committee for naming; 2) Commissioner Elliott asked how can we create
more awareness of the community calendar and what will the oversight be
for public private partnership; 3) annual report will be brought back to the
Arts Commission on accountability; 4) Chair Blaugrund noted the
Commission is looking forward to the installation of the next public art
piece at the Metrolink parking lot; and 5) creating an informational piece
on the public art around the City and historical places to visit.
On behalf of the City Council, Mayor Enegren thanked the Arts
Commission for their service to the community.
6.ADJOURNMENT:
Mayor Enegren adjourned the City Council meeting and Chair Blaugrund
adjourned the Arts Commission meeting at 6:09 p.m.
