MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 12/06/2023 Regular Meeting SUBJECT: Consider Dates for Regularly Scheduled City Council Meetings for Calendar Year 2024, Annual Budget Workshop Special Meeting, and Standing Committee Meeting Schedule for Calendar Year 2024 DISCUSSION Moorpark Municipal Code Section 2.04.10 establishes the City Council regular meetings for the first and third Wednesday of each month. Each year staff presents a calendar to the City Council outlining which dates regular City Council meetings will occur, and to denote the regular or planned meeting dates for the City’s Commissions and Library Board. In providing the annual calendar for City Council meetings, staff considers national holidays, anticipated training and conferences, and a summer “dark” period. Staff is requesting the City Council provide any feedback and adopt a calendar for the regularly scheduled City Council meetings for year 2024 that includes the regular meeting cancellations as follows: •March 20, providing a three-week spring recess •July 3 (annual Fireworks Extravaganza) •August 7 and August 21, providing a six-week summer recess •October 16 (League of California Cities Annual Conference) In 2024, the annual CalCities conference will take place October 16-18 in Long Beach and therefore the October 16 Council meeting is proposed for cancellation to accommodate Mayor and City Councilmember attendance. Annual Special Meeting / Budget Workshop Each year, the City Council convenes a special meeting for the dedicated purpose of reviewing the City’s proposed Budget for the upcoming fiscal year and Capital Item: 10.D. 32 Honorable City Council 12/06/2023 Regular Meeting Page 2 Improvement Projects (CIP) for the upcoming seven-year period. The meeting provides Council the opportunity to ask questions and give direction to staff on changes requested prior to formal consideration and adoption of the Budget and CIP. For planning purposes, staff requests City Council set May 22, 2024, as the date for the annual Budget Workshop. Standing Committee Meeting Schedule At tonight’s City Council meeting, reorganization took place with a new Councilmember being appointed as Mayor Pro Tem for the 2023-2024 term. The Mayor Pro Tem serves as a member of the Administration, Finance, and Public Safety Standing Committee with the Mayor, and the immediate past Mayor Pro Tem (Councilmember Groff) serving as an alternate. City Council Policy 1.2.6, Standing Committees - Meeting Schedule, states the schedule for Standing Committees is to be approved by minute action of the City Council which typically occurs at the reorganization meeting. In order to establish the meeting day and time for Standing Committees for the month of January, approval of the schedule is being presented at this time. The change to the Administration, Finance, and Public Safety Committee reflects the Mayor Pro Tem rotation with membership on the Community and Economic Development and Public Works and Transportation Committees reflects the appointments made by the City Council on December 21, 2022. Proposed days and times for standing committee meetings remain unchanged. The current Standing Committee representation is as follows: 1.Administration, Finance, and Public Safety Committee Members: Mayor and Mayor Pro Tem (TBD) Alternate: Immediate Past Mayor Pro Tem (Groff) Staff: Assistant City Manager Meeting Date: First Wednesday of the month at 5:45 p.m. 2.Community and Economic Development Committee Members: 2022-2024 members: Groff and Means Alternate: 2022-2024 alternate: Delgado Staff: Community Development Director Meeting Date: Third Wednesday of the month at 5:45 p.m. 3.Transportation and Public Works Committee Members: 2022-2024 members: Castro and Enegren Alternate: 2022-2024 alternate: Groff Staff: City Engineer/Public Works Director Meeting Date: First Monday of the month at 5:45 p.m. 33 Honorable City Council 12/06/2023 Regular Meeting Page 3 ENVIRONMENTAL DETERMINATION This action is exempt from the California Environmental Quality Act (CEQA) as it does not constitute a project, as defined by Section 15378 of the State CEQA Guidelines. Therefore, no environmental review is required. FISCAL IMPACT None. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. STAFF RECOMMENDATION 1.Adopt the 2024 Regular City Council meeting date calendar; and 2.Set the 2024 Budget Workshop Special Meeting date; and 3.Adopt the 2024 Standing Committee meeting schedule.
