MOORPARK CITY COUNCIL
AGENDA REPORT
TO: Honorable City Council
FROM: Yolanda Cunning, Finance/Administrative Services Director
DATE: 12/06/2023 Regular Meeting
SUBJECT: Consider Resolution Adopting the Salary Plan for Hourly Employees
and Rescinding Resolution No. 2022-4144 to Increase the Minimum
Wage
BACKGROUND/DISCUSSION
In 2016, the California state legislature passed, and the Governor signed Senate Bill 3,
which established a schedule for raising the California minimum wage from $10.00/hour
to $15.50/hour by January 1, 2023, for all employers with 26 or more employees. The
State of California Labor Code Section 1182.12 states that once the minimum wage
reaches $15.50/hour, the California Department of Finance (DOF) is required to
determine on or before August 1 of each year if the minimum wage needs to be
adjusted for inflation by the lesser of 3.5 percent or the rate of change. On July 12,
2023, the DOF calculated the Consumer Price Index rate of change to be 3.2 percent
and determined the minimum wage will increase by 3.2 percent to $16.00/hour for all
employers on January 1, 2024. The attached Salary Plan for Hourly Employees
includes the revised hourly salary schedule to reflect the mandatory minimum wage
increase to $16.00/hour effective the first full pay period commencing on or after
January 1, 2024.
FISCAL IMPACT
The projected fiscal impact of increasing the minimum wage by $0.50 is approximately
$16,000 based on current and anticipated staffing levels and programming for the year,
including work performed during holidays. This is based on one Preschool Director,
three Preschool Teachers, two Preschool Aides, one Camp Assistant Director, 16 Camp
Counselors, 18 Recreation Leaders, 9 Parks and Facilities Attendants, 3 Records
Clerks, and one Clerical Aide/Crossing Guard. All five steps in each salary range are
adjusted accordingly based on the minimum wage increase and accounted for in the
overall fiscal impact. This increase in costs will largely be offset by increases in certain
user fees for City services in Fiscal Years (FY) 2023/24 and 2024/25 and vacancies.
Recent Departmental staff vacancies and associated savings of nearly $15,400 will also
cushion any impacts associated with this minimum wage increase in FY 2023/24. This

includes the following vacancies: Preschool Teacher resulting in approximately $2,000
in savings, and Summer Camp Director in the amount of $8,200 in savings.
Additionally, the increased use of Recreation Leader I positions instead of Recreation
Leader II positions will result in approximately $5,000 in savings. Due to these offsetting
measures, a budget amendment is not required.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
