Staff Recommendation: 1) Open the public hearing, accept public testimony, and close the public hearing; and 2) Adopt Resolution No. PC -2023-700 recommending the City Council adopt an ordinance approving the Fourth Amendment to the Development Agreement (DA) No. 2012-03, and finding the project Exempt from the California Environmental Quality Act (CEQA).
