Moorpark, California November 15, 2023
A Regular Meeting of the City Council of the City of Moorpark and the Successor Agency
was held on Wednesday, November 15, 2023, at 6:30 p.m. in the Council Chambers of
said City located at 799 Moorpark Avenue, Moorpark, California. All items listed are heard
and acted upon by the City Council unless otherwise noted.
1 . CALL TO ORDER:
Mayor Enegren called the meeting to order at 6:30 p.m.
2. PLEDGE OF ALLEGIANCE:
Mark Richardson, Moorpark Chamber of Commerce Board Chairman, led the
Pledge of Allegiance.
3. ROLL CALL:
Present: Councilmembers Castro, Delgado, Groff, Means, and Mayor
Enegren.

4. PROCLAMATIONS AND COMMENDATIONS:
A. Proclamation Recognizing November 25, 2023, as Small Business
Saturday in the City of Moorpark.
Mayor Enegren presented a Proclamation to the Moorpark Chamber of
Commerce's Board Chairman Mark Richardson, declaring November 25,
2023, as Small Business Saturday.
B. Introduction of New Employee, Leland Baxter, Parks & Facilities Supervisor
in the Parks, Recreation & Community Services Department.
Mayor Enegren introduced new City employee, Leland Baxter, Parks &
Facilities Supervisor in the Parks, Recreation, & Community Services

C. Introduction of New Employee, Hilary Kleiman, Recreation Coordinator I in

Mayor Enegren introduced new City employee, Hilary Kleiman, Recreation
Coordinator I in the Parks, Recreation, & Community Services Department.
5. PUBLIC COMMENT:
Tamira Kreider, Moorpark resident, spoke to express concerns related to the
number of cows permitted on a property adjacent to their Gabbed Canyon home
and the associated impacts, and matters associated with interactions with multiple
City staff related to these ongoing issues.
6. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
CONSENSUS: It was the consensus of the City Council to pull Item 10.K. from the
Consent Calendar for individual consideration at the request of Councilmember Groff.
7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND
MAYOR:
Councilmember Delgado reported on October 20 she attended the Moorpark
Chamber of Commerce networking breakfast meeting.
Councilmember Delgado reported on October 20 she attended the Clean Power
Alliance electric vehicle charger event at Arroyo Vista Park along with Mayor
Enegren and Councilmembers Groff and Means.
Councilmember Delgado reported on October 26 she attended the Ventura
Council of Governments (VCOG) annual dinner along with Mayor Enegren and
Councilmembers Castro and Groff where the attendees received a presentation
from Waste Management about its new renewable natural gas production project
at the Simi Valley Landfill.
Councilmember Delgado reported on October 28 she attended the Moorpark
College tailgate and football game along with Councilmember Groff.
Councilmember Delgado reported on October 31 she attended Haunted High
Street event and helped pass out candy along with fellow Star Wars crew,
Councilmember Means, City Manager Brown, and Assistant City Manager
Gagajena.
Councilmember Delgado reported on November 2 she attended the Clean Power
Alliance Board of Directors meeting where the largest renewable power purchase
to date, at 575 megawatts, was approved.

Councilmember Delgado reported on November 2 she attended the State of the
County presentation along with Councilmembers Means and Castro, commenting
the presentation included various statistics and highlights on Ventura County.
Councilmember Delgado reported on November 3 she attended a Southern
California Association of Governments (SCAG) presentation for Connect SoCal
along with Mayor Enegren, which outlined the region's long-range 2024-2050
Transportation Plan and Sustainable Communities Strategy.
Councilmember Delgado reported on November 6 she attended the Ventura
County Animal Services Commission meeting where a presentation was received
on the new DocuPet licensing program being launched which will hopefully lead to
more pets being reunited when lost.
Councilmember Delgado reported on November 7 she attended the Moorpark
Chamber of Commerce networking mixer at Moorpark Veterinary Hospital along
with Councilmembers Groff and Means.
Councilmember Delgado reported on November 8 she attended the Moorpark
Active Adult Center Senior Games closing ceremony and presented winners with
medals.
Councilmember Delgado reported on November 8 she attended the Moorpark
Chamber of Commerce Board meeting along with Mayor Enegren.
Councilmember Delgado reported on November 9 she attended the Moorpark
Young Professionals lunch which meets the second Thursday of every month at
The Alley.
Councilmember Delgado reported on November 11 she attended the Veterans
Day Celebration at Veterans Memorial Park, along with the entire Council and
various City staff members.
Councilmember Delgado reported on November 15 she attended the Ventura
County Taxpayers Association breakfast which featured Mayor Enegren and
Economic Development Manager John Bandek as speakers.
Councilmember Delgado reported on November 15 she attended the Pacific
Communities ad hoc committee meeting with Mayor Enegren.
Councilmember Groff reported on October 19 he attended the Economic
Development Collaborative meeting.
Councilmember Groff reported on October 26 he along with City Manager Brown
attended a discussion roundtable at the Keller Williams office in Simi Valley.
Councilmember Groff reported on October 27 he attended the Crave Market, a
food truck event, held at Arroyo Vista Park.

Councilmember Groff reported on November 8 he attended the Ventura County
Taxpayers Association Board meeting.
Councilmember Groff reported on November 15 he attended the Ventura County
Taxpayers Association breakfast held at a future restaurant opening on High
Street.
Councilmember Castro reported on October 21 he attended a Sonny Horses 4
Kids event designed to connect youth to law enforcement.
Councilmember Castro reported on October 24 he attended a Metrolink Ventura
County Line Roundtable for elected officials where "quiet zones" were discussed.
Councilmember Castro reported on October 26 he attended the Ventura County
Council of Governments (VCOG) annual dinner.
Councilmember Castro reported on November 1 he attended the State of the
Region Report.
Councilmember Castro reported on November 2 he attended the State of the
County address.
Councilmember Castro reported on November 13 he attended a meeting with
Assemblymember Bennet and administrators to discuss affordable housing.
Councilmember Castro recognized City staff for the City's receipt of the Municipal
Management Association of Southern California (MMASC) recognition.
Councilmember Means acknowledged attendance at the events noted by
Councilmember Delgado.
Councilmember Means reported on November 2 he attended the State of the
County address presented by County Executive Officer and Moorpark resident
Dr. Sevet Johnson.
Mayor Enegren reported on October 20 he attended the Clean Power Alliance
presentation.

of Governments (VCOG) annual dinner.

Mayor Enegren reported on November 15 he attended the Ventura County
Taxpayers Association breakfast at Freda's Restaurant on High Street.
Mayor Enegren reported on November 15 he attended the Pacific Communities ad
hoc committee meeting along with Councilmember Delgado.
Mayor Enegren extended an invitation for an exceptional literary gathering to not
be missed. On November 18, from 1:00 to 4:00 p.m., the Moorpark City Library is
proud to host its much-anticipated Local Author Showcase and Booksale. This
event celebrates the talent within the community, bringing together local authors
and avid readers for an afternoon of inspiration and connection. Whether you are
an aspiring writer seeking guidance or a dedicated reader looking for your next
literary adventure, the Local Author Showcase promises to be an event to
remember. Visit moorparklibrary.org to see a full list of expected authors.
Mayor Enegren announced the cities of Moorpark, Thousand Oaks, and Simi
Valley are currently and jointly developing an evacuation planning and public
outreach program for eastern Ventura County. A critical part of the effort is a
resident-focused, tri-city survey about evacuations and emergency preparedness.
We encourage members of the public to complete the brief survey at
www.moorparkca.gov/em.
Mayor Enegren announced registration is now open for Winter recreation classes
at the Arroyo Vista Recreation Center. Classes offered include art, cooking,
fitness, pickleball, tennis, golf, and more. For more information visit the City's

Mayor Enegren extended an invitation to sign up now for Breakfast with Santa.
This fun family event will be held on December 9 and 10 at the Arroyo Vista
Recreation Center. For details visit the City's website.
Mayor Enegren announced the City of Moorpark is pleased to offer its residents
free fares for the East County Transit Alliance CONNECT InterCity Dial-A-Ride
Service. The service, which is typically $6 per trip, will be free from November
2023, through March 31, 2023. This program is available to seniors age 65 or
older and ADA certified individuals. Service can be used for travel to other cities
such as Thousand Oaks, Simi Valley, Camarillo, and Agoura Hills. For more

Mayor Enegren announced the City will be hosting the first public workshop for the
Parks and Recreation Master Plan update at 6:00 p.m. on Tuesday, December 5
at the Arroyo Vista Recreation Center. Community members are invited to come
and learn about the project and share their input on the future of Moorpark's parks
and recreation facilities, programs and services. For more information visit the

8. PUBLIC HEARINGS:
None.
9. PRESENTATION/ACTION/DISCUSSION:
A. Receive and File the Annual Economic Development Division Update. Staff
Recommendation: Receive and file the report.
Mr. Bandek gave the staff report.
There were no speakers.
CONSENSUS: It was the consensus of the City Council to receive and file the
report.
B. Consider Update on Arroyo Simi Trail Master Plan. Staff Recommendation:
Receive presentation and provide comments on Arroyo Simi Trail Master
Plan update.
Ms. Sandifer gave the staff report and introduced Tim Bevins with ALTA
who provided a presentation update of the Arroyo Vista Trail Master Plan.
Questions and discussions among Councilmembers and staff focused on
the following: 1) nearby cities that have trailheads and railroad crossings
and associated safety and liability concerns; 2) ALTA's experience with at-
grade or under crossings with projects along the Los Angeles River,
discussions with agencies regarding railroad crossings, and project
phasing; 3) evaluation criteria did not mention fiscal impacts for the
segments and phases presented; what kind of cost information will be
provided with the alternatives being explored and proposed; and
4) clarification that trees proposed to be added at entry points would be on
City property therefore including liability and maintenance.
There were no speakers.
Further discussion among Councilmembers and staff focused on: 1) the use
of existing facilities versus new construction and alignment design phasing;
2) consider how Downtown can be activated by the connections;
3) ensuring connections are safe and provide connections to adjoining
cities; and 4) depict implementation of art in public spaces in future
iterations as well as proposed connections.
CONSENSUS: It was consensus of the City Council to receive presentation and
provide comments on Arroyo Simi Trail Master Plan update.
C. Consider Appointment of Alternate Director to the Board of Directors for the
Clean Power Alliance. Staff Recommendation: Nominate and appoint a City

Councilmember or a member of City staff to serve as the Alternate Director
to the Clean Power Alliance Board of Directors.
Ms. Spangler gave the staff report.
There were no speakers.
MOTION: Councilmember Means moved, and Mayor Enegren seconded a motion
to appoint Councilmember Groff as the Alternate Director on the Clean Power
Alliance. The motion carried by unanimous voice vote.
10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED)
MOTION: Councilmember Groff moved, and Councilmember Means seconded a motion
to approve the Consent Calendar with the exception of Item 10.K which was pulled from
the Consent Calendar at the request of Councilmember Groff. The motion carried by
unanimous roll call vote.
A. Consider Warrant Register for Fiscal Year 2023/24 — November 15, 2023.
Staff Recommendation: Approve the warrant register.
B. Consider Minutes of the City Council/Parks and Recreation Commission
Special Meeting of April 12, 2023. Staff Recommendation: Approve the
minutes.
C. Consider Minutes of the City Council/Library Board Special Meeting of
April 12, 2023. Staff Recommendation: Approve the minutes.
D. Consider Minutes of the City Council/Successor Agency Regular Meeting
of July 5, 2023. Staff Recommendation: Approve the minutes.
E. Consider Minutes of the City Council/Successor Agency Regular Meeting
of July 19, 2023. Staff Recommendation: Approve the minutes.
F. Consider Minutes of the City Council/Successor Agency Special Meeting of
August 2, 2023. Staff Recommendation: Approve the minutes.
G. Consider Appointments to the Citizens Transportation Advisory Committee.
Staff Recommendation: Appoint the two applicants as City representatives
to serve on the Citizens Transportation Advisory Committee for a term
ending December 2025, and direct staff to maintain an on-going recruitment
for the alternate position.
H. Consider Ratifying Amendment No. 2 to Public Safety Power Shutoff
Community Resource Center License Agreement. Staff Recommendation:
Authorize ratification of Amendment No. 2 to Public Safety Power Shutoff
Community Resource Center License Agreement.

Consider Authorizing Recordation of the Notice of Completion for Tennis
Court and Basketball Court Resurfacing, and Windscreen Replacement
Project and Release of Bonds in Accordance with the Contract. Staff
Recommendation: 1) Authorize the City Clerk to file the Notice of
Completion; and 2) Authorize release of the Performance Bond and
Payment Bond (Number 11510501336) as outlined in the agenda report.
J. Consider Authorizing Recordation of the Notice of Completion for Trail
Repair Project in Landscape Maintenance Zone 22 and Release of Bonds
in Accordance with the Contract. Staff Recommendation: 1) Authorize the
City Clerk to file the Notice of Completion; and 2) Authorize release of the
Performance Bond and Payment Bond (Number 4054976) as outlined in
the agenda report.
The following item was pulled for individual consideration:
AT THIS POINT in the meeting, Councilmember Groff announced his recusal from
participation in Agenda Item 10.K. because he was a co-founder of the Holiday on High
Street event, and past President and current member of the Moorpark Morning Rotary.
AT THIS POINT in the meeting, Councilmember Means announced his recusal from
participation in Agenda Item 10.K. out of an abundance of caution because he is a
member of Moorpark Morning Rotary.
K. Consider Co-Sponsoring the Rotary Club of Moorpark Morning's Holiday on
High Street Event. Staff Recommendation: Approve the Cooperative
Services Agreement to co-sponsor Holiday on High Street and authorize
the City Manager to sign the agreement subject to final language approval
of the City Manager.
MOTION: Councilmember Castro moved, and Councilmember Delgado seconded
a motion to approve the Cooperative Services Agreement to co-sponsor Holiday
on High Street and authorize the City Manager to sign the agreement. The motion
carried by roll call vote 3-0, Councilmember Groff and Councilmember Means
recused.
11. ORDINANCES:
AT THIS POINT in the meeting, Councilmember Groff announced his recusal from
participation because the item involves property within 500 feet of property he owns on
High Street and left the dais.
AT THIS POINT in the meeting, Mayor Enegren announced his recusal from participation
because item because it involves the High Street Depot project with whom he has had
discussion about future uses on the site and left the dais.
A. Consider Ordinance No. 519 Approving the Second Amendment to
Development Agreement No. 2018-01 between the City of Moorpark

and High Street Depot, LLC and Making a Determination that no
further Environmental Review is required pursuant to California
Environmental Quality Act Guidelines Section 15162. Staff
Recommendation: 1) Waive full reading, declare Ordinance No. 519
read for the second time, and adopted as read. (ROLL CALL VOTE
REQUIRED)
Ms. Spangler read the title of Ordinance No. 519.
APPROVING THE SECOND AMENDMENT TO
DEVELOPMENT AGREEMENT NO. 2018-01
BETWEEN THE CITY OF MOORPARK AND HIGH
STREET DEPOT, LLC AND MAKING A
DETERMINATION THAT NO FURTHER
ENVIRONMENTAL REVIEW IS REQUIRED
PURSUANT TO CALIFORNIA ENVIRONMENTAL
QUALITY ACT GUIDELINES SECTION 15162.
MOTION: Councilmember Delgado moved, and Councilmember Means seconded
a motion to waive full reading, declare Ordinance No. 519 read for the second time,
and adopted as read. The motion carried by roll call vote 3-0, Councilmember
Groff and Mayor Enegren absent.
AT THIS POINT in the meeting, Mayor Enegren and Councilmember Groff returned to
the dais.
12. CLOSED SESSION:
None.
13. ADJOURNMENT:
MOTION: Mayor Enegren moved and Councilmember Groff seconded a motion to
adjourn the meeting. The motion carried by unanimous voice vote. The time was 7:41
p.m.
