MINUTES OF THE CITY COUNCIL AND
SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY
OF THE CITY OF MOORPARK
Moorpark, California December 6, 2023
A Regular Meeting of the City Council of the City of Moorpark and the Successor Agency
was held on Wednesday, December 6, 2023, at 6:30 p.m. in the Council Chambers of
said City located at 799 Moorpark Avenue, Moorpark, California. All items listed are heard
and acted upon by the City Council unless otherwise noted.
1.CALL TO ORDER:
Mayor Enegren called the meeting to order at 6:30 p.m.
2.PLEDGE OF ALLEGIANCE:
Councilmember Groff led the Pledge of Allegiance.
3.ROLL CALL:
Present:Councilmembers Castro, Delgado, Groff, Means, and Mayor
Enegren.
Staff Present: Troy Brown, City Manager; PJ Gagajena, Assistant City

4.PROCLAMATIONS AND COMMENDATIONS:
A.Nomination and Selection of Mayor Pro Tempore.
No speakers.
MOTION: Councilmember Groff moved and Mayor Enegren seconded the motion
to nominate Councilmember Means to serve at Mayor Pro Tempore. The motion
was carried by unanimous voice vote.

7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND
MAYOR:
Councilmember Delgado reported on November 17 she attended the Moorpark
Chamber of Commerce breakfast.
Councilmember Delgado reported on November 30 she attended the ribbon cutting
for the 100 Group.
Councilmember Delgado reported on December 5 she attended the Moorpark
Chamber of Commerce mixer at Laurel Heights with Mayor Enegren and
Councilmember Groff.
Councilmember Groff reported on December 2 he attended the Holiday on High
Street event.
Councilmember Groff reported on November 30 he attended the ribbon cutting for
the 100 Group.
Councilmember Groff reported on December 4 he attended the soft opening of
Freda’s Restaurant on High Street.
Councilmember Groff reported on December 5 he attended the Moorpark
Chamber of Commerce mixer at Laurel Heights.
Mayor Enegren reported on November 30 he attended the ribbon cutting for the
100 Group.
Mayor Enegren reported on December 1 he attended the Ventura County
Transportation Commission (VCTC) meeting.
Mayor Enegren reported on December 2 he attended the Sewa Diwali Food Drive
and noted 3,000 pounds of food was collected for donation.
Mayor Enegren reported on December 2 he attended the Holiday on High Street
event.
Mayor Enegren reported on December 5 he attended the Moorpark Chamber of
Commerce mixer at Laurel Heights.
Mayor Enegren announced registration is now open for winter recreation classes
at the Arroyo Vista Recreation Center. Classes offered include art, cooking,
fitness, pickleball, tennis, golf, and more. For more information visit the City’s
website.
Mayor Enegren announced the City of Moorpark is pleased to offer its residents
free fares for the East County Transit Alliance CONNECT InterCity Dial-A-Ride
Service. The service, which is typically $6 per trip, will be free from November

2023, through March 31, 2024. This program is available to seniors age 65 or
older and ADA certified individuals. Service can be used for travel to other cities
such as Thousand Oaks, Simi Valley, Camarillo, and Agoura Hills. For more
information please call (805) 517-6240.
Mayor Enegren announced as part of the City of Moorpark’s mental health
initiatives, the City is offering residents free subscriptions to Cope Notes, which
provides mental and emotional support text messaging services. To subscribe, go
to copenotes.com/redeem then enter the redemption code “moorpark” and your
cell phone number. The service is 100% anonymous and confidential. The service
will be free through October 2024 and only a limited number of subscriptions
remain.
Mayor Enegren announced the Moorpark Police Department is proud to offer
another “Coffee with a Cop” event scheduled for Tuesday, December 12 from
8:30 a.m. to 9:30 a.m. at California Coffee Republic located at 330 Zachary Street,
#109. The Moorpark Police Department invites the community to come out and
ask questions, voice concerns, get crime prevention advice, and get to know the
officers in your neighborhood, as well as meet representatives from the Crisis
Intervention Team. This is a relaxed, informal event and is not about speeches or
agendas but simply about casual conversation. Moorpark Police Department staff
will also have handouts explaining their Volunteer in Policing program and their
Explorer program, as well as scam and fraud prevention. For our Spanish-
speaking residents, we will have Spanish-speaking Deputies at the event.
8.PUBLIC HEARINGS:
None.
9.PRESENTATION/ACTION/DISCUSSION:
A.Receive Video Presentation from Jennifer Swenson, President, Adventist
Health Simi Valley on the Services Provided During the COVID-19
Pandemic. Staff Recommendation: Receive presentation.
Mr. Chong introduced Jennifer Swenson, President, with Adventist Health
Simi Valley who gave the video presentation.
There were no speakers.
CONSENSUS: It was the consensus of the City Council to receive the video
presentation.
B.Receive Presentation from the Ventura County Council of Governments
(VCOG) and Economic Development Collaborative (EDC) on Countywide
Efforts to Support Broadband Deployment, Broadband Adoption, and Digital
Literacy. Staff Recommendation: Receive presentation.

Mr. Chong introduced Vivian Vazquez with the Economic Development
Collaborative who gave the presentation and acknowledged Dr. Bill
Simmons who was also present from VCOG and the Broadband
Consortium of the Pacific Coast.
There were no speakers.
CONSENSUS: It was consensus of the City Council to receive the presentation.
10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED)
MOTION: Councilmember Means moved, and Councilmember Groff seconded a motion
to approve the Consent Calendar. The motion carried by unanimous roll call vote.
A. Consider Warrant Register for Fiscal Year 2023/24 – December 6, 2023.
Staff Recommendation: Approve the warrant register.
B. Consider Minutes of the City Council/Arts Commission Special Meeting of
April 12, 2023. Staff Recommendation: Approve the minutes.
C. Consider Minutes of the City Council/Successor Agency Regular Meeting of
September 6, 2023. . Staff Recommendation: Approve the minutes.
D. Consider Dates for Regularly Scheduled City Council Meetings for Calendar
Year 2024, Annual Budget Workshop Special Meeting, and Standing
Committee Meeting Schedule for Calendar Year 2024. Staff
Recommendation: 1) Adopt the 2024 Regular City Council meeting date
calendar; and 2) Set the 2024 Budget Workshop Special Meeting date; and
3) Adopt the 2024 Standing Committee meeting schedule.
E. Consider Recreation Programs Cost Recovery Summary for Fiscal Year
(FY) 2022/23. Staff Recommendation: Receive and file report.
F. Consider Resolution Adopting the Salary Plan for Hourly Employees and
Rescinding Resolution No. 2022-4144 to Increase the Minimum Wage. Staff
Recommendation: Adopt Resolution No. 2023-4218, amending the Salary
Plan for Hourly Employees and rescinding Resolution No. 2022-4144.

G. Consider Authorization to Purchase Microsoft Office and Server Licensing
through CDW-G Utilizing the County of Riverside Cooperative Purchasing
Agreement. Staff Recommendation: Approve the Cooperative Purchasing
Agreement and authorize the City Manager to approve entering into a three-
year agreement with Microsoft using CDW-G as the authorized reseller for
Microsoft 365 productivity software and additional server software licensing.
