Dear Mr. Kueny:
Your letter of July 2 , 1985. to Heinz Heckeroth advised us
that the City of Simi Valley is considering an ordinance to
prohibit truck traffic in excess of seven (7) tons on Madera
Road and Tierra Rejada Road. We were also advised that the
City of Moorpark City Council. on July 1 , 1985 took action
to support the designation of Madera Road and/or Tierra Rejada
Road as an alternate or interim State Highway.
There has been discussions and communications with elected
officials and staff of the City of Simi Valley regarding
that possibility. At the present time we do not recommend
that Madera Road and Tierra Rejada Road be added to the State
Highway system for maintenance purposes because of the following
factors:
o Madera Road and Tierra Rejada Road are not State
Highways. The statutes relating to the California
Department of Transportation states that the department
shall only improve and maintain State Highways , including
all traversable highways which have been adopted or
designated by the California Transportation Commission.
o Over the long run, even after the Routes 118/23 gap
is closed, the percentage of east-west thru traffic
on Madera Road and Tierra Rejada Road could remain
high in the Route 118 corridor because of possible
future peak period congestion on Routes 1.1.8 and 23
Freeways and the shorter distance along the arterials
(see attachment) .

o A project is in the design stage to provide the missing
connection between Routes 118 and 23 . Currently this
is programmed in the 1988/89 fiscal year.
