SUBJECT: REVISION OF FEE SCHEDULE FOR BUILDING & SAFETY PERMIT
AND SERVICES
Background
The County of Ventura has been providing Building and Safety
Services to the City since it's incorporation in 1983. As of June
30, 1988 the County will discontinue this service.
In the past the City has relied upon the County's fee schedule as
its own (see attached Resolution No.. 83-60) .
The County of Ventura has just recently adopted a new fee
schedule and there is a need for the City of Moorpark to accomplish
actions so as to once again align the County and City's fee
schedule as one.
Discussion
Although the County will no longer- provide Building and Safety
Services there is still the need to have a current fee schedule.
The City adopted a fee schedule at incorporation which was created
by the County in 1983. The County nor the City have raised fees
since 1983. Since that time the costs of operating the Building
and Safety services have risen. The approval of an increase will
assure sufficient revenue to offset costs and maintenance
satisfactory service levels.

The proposed increase will affect plan review and building permit
fees, as well as electrical, plumbing and mechanical permit fees.
The standard valuation table has been updated and used with the
proposed fee schedule which will result in plan review and building
fee increase of approximately 23% for "typical" permits. The
electrical, plumbing, and mechanical permit fees are not linked to
valuation, they are affected only by increases in the fee
schedule. These proposed increases will amount to approximately
20%.

Plan Review Fees
Structural plan review fees, when required, are calculated as a
percentage of the building permit fee; i.e. , 65% except for
repetitive construction projects using a "standard plan." No
change in this percentage is proposed.
Electrical, plumbing, and mechanical plan review fees, when
required, are calculated at 500 of the corresponding permit fee.
No change in this percentage is proposed.
Recommended Action
Approve the revised Ventura County Building Code Fee Schedule
and adopt the attached resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, ADOPTING A REVISED FEE SCHEDULE FOR BUILDING
PERMITS AND SERVICES RENDERED PURSUANT TO THE MOORPARK CITY
BUILDING CODE.
WHEREAS, state law and the Moorpark City Building Code require the
performance of certain plan check, inspection and other services by the Division of
Building and Safety for the purpose of safeguarding the public health, safety and
welfare; and
WHEREAS, the City Council of the City of Moorpark deems it appropriate
for the cost of such service to be borne by the users and beneficiaries of same;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1 . That the attached fee schedule for permits and services is
hereby adopted and shall be in full force and effect on June 1 , 1988;
SECTION 2. That Resolution No. 83-60, entitled:
"A RESOLUTION OF THE CITY OF MOORPARK, CALIFORNIA, ADOPTING A
REVISED FEE SCHEDULE FOR BUILDING PERMITS AND SERVICES
RENDERED PURSUANT TO THE MOORPARK BUILDING CODE".
adopted by said City Council on December 21, 1983, is hereby rescinded.
SECTION 3. That this resolution shall take effect immediately.
SECTION 4. That the City Clerk shall certify to the adoption of this
Resolution and shall cause this resolution and its certification to be filed in the
office of the City Clerk of the City of Moorpark.

VENTURA COUNTY BUILDING CODE FEE SCHEDULE
Fees for permits and services rendered pursuant to the Ventura County Building
Code (VCBC) shall be paid to the Division of Building and Safety as set forth in
the following schedule. Revisions are indicated as deletions or additions.
This schedule shall be effective upon its adoption by the Ventura County Board of
Supervisors. Permit applications for construction projects which have been
accepted la Building_ and Safety for processing and/or plan review, and for which
required processing and plan review fees, if any, have been paid prior to the
effective date of this schedule, shall be entitled to permit issuance under the
fee schedule prevailing prior to the effective date; provided, however, that such
permits are obtained within 180 days of application therefor.
A. PERMIT ISSUANCE FEE
1. Single Permit. For the issuance of each building, electrical,

2. Combination Permit. For the issuance of a combination permit wherein
building, electrical, plumbing, and mechanical work or any combination

3. Building Structural Plan Review Fees. When a plan or other data is
required to be submitted for checking, the plan review fee for each
building or structure shall be 65% of the building permit fee as shown
in Table UBC 3-A except as otherwise specified by Section UBC 394(b)
304(c) in the VCBC.
4. Energy Conservation Standards Fee. In addition to other fees specified
herein, the fee for plan review and inspection of energy conservation
systems in buildings subject to State energy conservation standards
