SUBJECT: REVISION OF FEE SCHEDULE FOR BUILDING & SAFETY PERMIT
AND SERVICES
Background
The County of Ventura has been providing Building and Safety
Services for the City since it's incorporation in 1983. As of June
30, 1988 the County will discontinue this service.
As part of the City's contract with the County there was the use of
the County's building code fee schedule. This schedule was used
to determine not only the fees paid by permit holders but was the
basis for the contract with the County.
Discussion
When the County terminates it's service with the City there will be
no formally adopted fee schedule for building permit fees.
Although the City has adopted resolutions for Land Development
Permit Processing and Subdivisions, the has been no separate
resolution for Building Permit Fees.
The County of Ventura has just recently adopted a new fee
schedule. It is suggested that the City consider adopting the
County's schedule.

To adopt the County's schedule would help retain the transition for
those projects that are in the "pipeline". It would also reduce
staff's work load in processing a report and resolution so as to
adopt a new schedule. It would also allow the adoption prior to
the termination of the County's services.
Prior to the Council's adoption of a new schedule there will need
to be a public hearing. Also, all approved projects which have not
yet pulled permits should be given advance notice if possible
increases in permit fees.
Recommended Action
1. Set June 1, 1988 as a public hearing date to consider the
adoption and possible increase in building permit fees;
2. Direct staff to notice all approved projects that have not
obtained building permits of possible fee increases;
3. Direct staff as deemed appropriate.

Subject: Revision of Fee Schedule for Building and Safety Permits and Services
RECOMMENDED ACTION:
1. Conduct a public hearing, and at its conclusion, adopt the attached
Resolution and Fee Schedule.
STATEMENT OF MATTER FOR BOARD CONSIDERATION:
The current Ventura County Building Code Fee Schedule has been in effect since
1983. During the interim, costs of operating the Division have risen
substantially.. For that reason, most permit fees must be increased. Passage of
the resolution, Attachment A, will assure sufficient. revenue to offset costs,
maintain satisfactory service levels, and open an East County office, as recently
approved by your Board.
The proposed fee schedule, Attachment B, is similar but not identical to those in
use by other building departments. Differences in such fees are generally due to
variations in cost of operation, level of service, and other factor:. The fees
proposed by Building and Safety are, for the most part, at or below those of
other jurisdictions.
Written notification was recently given to dozens of individualpermit applicants
whose projects are currently in the permit processing ,pipeline,"
make the
aware of possible fee increases if they fail to obtain their permit: within the
prescribed time limit. An information bulletin concerning adoption of the
proposed Fee Schedule was mailed in late January to more than 30 groups and
representatives who might have an interest in this item. Proper :Legal
advertising of today's hearing has also been given. To date, there has been
little inquiry concerning the fee schedule.

A RESOLUTION OF THE BOARD OF SUPERVISORS
OF THE COUNTY OF VENTURA ESTABLISHING FEES
FOR PERMITS AND SERVICES RENDERED PURSUANT
TO THE VENTURA COUNTY BUILDING CODE
WHEREAS, State law and the Ventura County Building Code require the
performance of certain plan review, inspection, and other services by the
Division of Building and Safety for the purpose of safeguarding the public
health, safety, welfare, and resources; and
WHEREAS, the Board of Supervisors deems it appropriate for the cost of such
services to be borne by the users and beneficiaries of same,
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors that the attached
Ventura County Building Code Fee Schedule is hereby adopted and shall become
effective on the date given below.

VENTURA COUNTY BUILDING CODE FETE SCHEDULE
Fees for permits and services rendered pursuant to the Ventura County Building
Code (VCBC) shall be paid to the Division of Building and Safety as set forth in
the following schedule. Revisions are indicated as deletions or additions.
This schedule shall be effective upon its adoption �X the Ventura Coup Board of
Supervisors. Permit applications for construction projects which have been
accepted by Building and Safety for processing and/or plan review, and for which
required processing and plan review fees, if anyi have been mid prior to the
effective date of this schedule, shall be entitled to permit issuance under the
fee schedule prevailing LLLar to the effective date:, providedhowever, that such
permits are obtained within 180 days of application therefor.
A. PERMIT ISSUANCE FEE
1. Single Permit. For the issuance of each building, electrical,

RECOMMENDED ACTION:
1. Authorize the establishment of a Building and Safety office in a suit.ble
East County location, to replace the leased quarters currently occupie' at
33 East High Street in Moorpark;
2. Authorize an additional Senior Typist Clerk, Class 1735 ($14,768 annual
sala:ry);
3. Authorize the deletion of one Building Inspector position, Class )181
($25,022 annual salary), and the addition of one Senior Building Inspe:tor
position, Class 1575 ($26,873 annual salary); and
4. Schedule a public hearing for March 15, 1988 at 10:00 a.m. on the prop:sed
revision of Building and Safety fees, and authorize the Clerk of the Beard
to give public notice of such hearing pursuant to Government Code Section
6062a, which requires two publications in a newspaper.
5. Authorize the Auditor/Controller to process the accounting transacti.ons
necessary to establish the following appropriations and unant:iciptted

STATEMENT OF MATTER FOR BOARD CONSIDERATION:
In accordance with previous action by your Board, the Division of Building and
Safety will terminate services for the City of Moorpark as of June 30, 1988. The
Division proposes to vacate leased office space in Moorpark and move to a
different location in the eastern part of the County. Approval of this item will
initiate a search by the Public Works Agency for the necessary office
accommodations and enable Building and Safety to proceed with the necessary
actions leading to the establishment of an East County office by June 30th.
Personnel for the new office will be drawn from the current Building and Safety
staff in Moorpark and Camarillo. In order to provide proper supervision and
inspection quality control, it is proposed that one Building Inspector position
be eliminated, and that it be replaced with a Senior Building Inspector position.
Additionally, a Senior Typist Clerk is needed to handle the anticipated volume of
telephone calls, inspection requests, and clerical work. The foregoing personnel
transfers and changes will provide a complement for the East County office
consisting of:
Building and Safety District Supervisor
Permit Processing Supervisor (Payroll Title: Sr. Building Inspector)
Senior Building Inspector
Building Inspectors
Senior Typist Clerk
The latest workload estimates indicate thafi an 8% reduction in permit processing
will occur in F/Y 1988-99 as compared to 1987-88, due to termination of Building
and Safety services for the City of Moorpark. The Division is currently at peak
plan review and inspection workload, however, and staff reductions would be eery
premature at this time. Workload will continue to be monitored on a regular
basis, and as is consistent with Board policy, staffing will be reduced if and
when an adjustment is indicated by workload.
Requested funding will cover a computer for performing engineering calculations
and word processing, a reader printer for existing microfilmed documents to be
transferred from the Building and Safety office in Camarillo, telephones, office
furnishings, and two hand-held radios to permit emergency communication by Code
Enforcement personnel and to expedite the processing of data pertaining to
abandoned vehicles. While the aforementioned radios are not directly related to

accomplished by your Board adopting by resolution the proposed Fee Sche:ule
(Attachment A), combined with departmental use of an updated standard valua ion
table. Such tables reflect the current replacement cost of various categorie of
buildings and are used by building departments throughout California in
calculating building permit and plan review fees.

This bulletin was mailed to more than 30 representative organizations and
individuals who may be affected, or who may have an interest in the proposed
changes.
Should the revised fee schedule be adopted on March 15 as proposed, higher permit
fees will become effective on that date, except for construction projects which
are "in process." More specifically: Projects which have been accepted by
Building and Safety for permit processing prior to March 15, and for which
required processing and plan review fees have been paid, will be entitled to
permit issuance under the lower fee and valuation schedules currently in effect
provided, however, that such permits are obtained within 180 days of application y
therefor.

Subject: Revision of Standard Valuation Table and Fee Schedule
GENERAL
Building and Safety's standard valuation table for construction, which is used
in combination with the Ventura County Building Code Fee Schedule for
calculating plan review and building permit fees, has not been updated since
1981. The fee schedule itself has not been revised since 1983. During the
interim, the Division's costs of operation have risen significantly, and it is
now necessary to offset increased costs by raising plan review and building
permit fees, as well as electrical, plumbing, and mechanical permit fees.
Initiating use of an updated standard valuation table, and simultaneously
adopting the proposed fee schedule, will result in plan review and building
permit fee increases of approximately 23% for "typical" permits. However,
builders should be aware that the increase could be above oz below this
percentage for individual construction projects, depending upon a variety of
factors such as the amount of increase since 1981 in replacement cos Cs
(valuation), and the complexity of construction.
Since electrical, plumbing, and mechanical permit fees are not linked �o
valuation, they are affected only by increases in the Fee Schedule. These
proposed increases will amount to approximately 20%.
STANDARD VALUATION TABLE
The Standard Valuation Table which will be used by Building and Safety is
patterned closely after valuation data compiled by the International
Conference of Building Officials and published in BUILDING STANDARDS magazine
(see enclosure). This data is currently in use by building departments
throughout California. The Division's valuation table will deviate from the
enclosed example by using rates per square foot which have been rounded to the
nearest dollar; and it will also contain valuations for miscellaneous
construction projects such as patio covers, swimming pools, retaining walls,
etc.

PLAN REVIEW FEES
Structural plan review fees, when required, are calculated as a percentag:- of
the building permit fee; i.e., 65% except for repetitive construction projects
using a "standard plan." No change in this percentage is proposed.
Electrical, plumbing, and mechanical plan review fees, when required, are
calculated at 50% of the corresponding permit fee. No change in c.his
percentage is proposed.
IMPLEMENTATION
The valuation and fee changes outlined above will apply only to const:ruc:.ion
in the unincorporated areas of Ventura County, and are tentatively scheduled
to become effective in mid -March. The higher rates would take effect at chat
time, except for construction projects in the Building and Safety "pipeline."
Specifically: Permit applications for projects which have been accepted by
Building and Safety for processing and plan review, and for which required
processing and plan review fees have been paid prior to the effective date,
will be entitled to issuance under the lower fee and valuation tables which
are presently in use provided, however, that such permits are obtained within
180 days of application therefor.
