MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION Moorpark Community Center 799 Moorpark Avenue A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held on December 4, 2023, at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Estrella called the meeting to order at 6:30 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Morgan led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Lousen, Morgan, Winters, Vice Chair Flame and Chair Estrella. Staff Present: Jeremy Laurentowski, Parks and Recreation Director and Kimberly Sexton; Administrative Specialist. 4. PUBLIC COMMENTS: None. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: (Items to be pulled from the Consent Calendar shall be identified under this section). None. 6. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: Vice Chair Flame thanked volunteers for helping with the Holiday on High Street event on December 2, 2023. Commissioner Morgan shared the Moorpark Recreation Guide and thanked staff for preparing it. Chair Estrella announced that he attended the Holiday on High Street event on December 2, 2023, and commented that the kids were playing in real snow and thanked the volunteers who assisted with the event. Consider Agreement with Ventura Roller Sports LLC for Use of the Multi-Purpose Court at Arroyo Vista Community Park, Including the Construction of a Permanent Roller Hockey Rink. Staff Recommendation: Staff recommends that the Parks and Recreation Commission make a recommendation to the City Council to approve an Agreement with Ventura Roller Sports LLC for use of the multi-purpose court, including construction of a permanent roller hockey rink, and associated improvements as outlined in the staff report. Mr. Laurentowski gave the report. There was one speaker. Adam Poe from Ventura Roller Sports was available for questions. Staff, Commissioners and Mr. Poe discussed maintenance of the roller hockey rink to be the responsibility of Ventura Roller Sports, LLC, what the potential income to the city could be, the possibility for scholarships being offered, new lighting at the rink, access to restrooms and a safety plan as details to be worked out. MOTION: Vice Chair Flame moved and Commissioner Winters seconded a motion to make a recommendation to the City Council to approve an agreement with Ventura Roller Sports LLC for use of the multi-purpose court, including construction of a permanent roller hockey rink, and associated improvements as outlined in the staff report. The motion carried by voice vote, 5-0. B. Consider Request from Moorpark Girls Softball Association to Install Permanent Batting Cages at Arroyo Vista Community Park. Staff Recommendation: Staff recommends that the Parks and Recreation Commission make a recommendation to the City Council to approve the installation of permanent batting cages at Arroyo Vista Community Park as outlined in the staff report. Mr. Laurentowski gave the report. There was one speaker. Tim Toledo from Moorpark Girls Softball Association was available for questions. Staff, Commissioners and Mr. Toledo discussed the batting cage layout and the possibility of revising it to extend the foul line and they discussed the batting cages being available to other organizations with a rental reservation. MOTION: Commissioner Winters moved and Commissioner Morgan seconded a motion to make a recommendation to the City Council to approve the installation of permanent batting cages at Arroyo Vista Community Park as outlined in the staff report. CONSENT CALENDAR: MOTION: Commissioner Morgan moved and Vice Chair Flame seconded a motion to approve the Consent Calendar. The motion carried by voice vote, 5-0. A. Approval of Minutes of the Parks and Recreation Commission Special Meeting of September 30, 2023. Staff Recommendation: Approve as presented. B. Approval of Minutes of the Parks and Recreation Regular Commission Meeting of November 6, 2023. Staff Recommendation: Approve as presented. 9.
