OF THE CITY OF MOORPARK
Moorpark, California February 7, 2024
A Regular Meeting of the City Council of the City of Moorpark and the Successor Agency
was held on Wednesday, February 7, 2024, at 6:30 p.m. in the Council Chambers of said
City located at 799 Moorpark Avenue, Moorpark, California. All items listed are heard
and acted upon by the City Council unless otherwise noted.
1. CALL TO ORDER:
Mayor Enegren called the meeting to order at 6:30 p.m.
2. PLEDGE OF ALLEGIANCE:
Chief Executive Officer for the County of Ventura Dr. Sevet Johnson led the Pledge
of Allegiance.
3. ROLL CALL:
Present: Councilmembers Castro, Delgado, Groff, Means, and Mayor
Enegren.
Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney;
PJ Gagajena, Assistant City Manager; Brian Chong, Assistant
to the City Manager; Jeremy Laurentowski, Parks and
Recreation Director; Daniel Kim, City Engineer/Public Works
Director; Carlene Saxton, Community Development Director;
Hiromi Dever, Budget and Finance Manager; Chris
Thompson, Senior Information Systems Administrator;
Captain Darin Hendren, Ventura County Sheriffs Office; and
Blanca Garza, Deputy City Clerk II.
4. PROCLAMATIONS AND COMMENDATIONS:
A. Proclamation Declaring February as Black History Month.
Mayor Enegren presented Dr. Sevet Johnson, Chief Executive Officer for
the County of Ventura, with a Proclamation declaring February as Black
History Month.

7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND
MAYOR:
Councilmember Delgado reported on January 19 she attended the Moorpark
Chamber of Commerce breakfast.
Councilmember Delgado reported on January 25 she attended an ad hoc
committee meeting with Mayor Enegren about the Pacific Communities
development.
Councilmember Delgado reported on January 31, she along with Councilmember
Means, met with Senator Stern to discuss state funding.
Councilmember Delgado reported on February 1 she attended the Clean Power
Alliance (CPA) Board of Directors meeting where several power purchase and
storage agreements were approved.
Councilmember Delgado reported on February 2 she attended opening night of
the Wizard of Oz at the High Street Arts Center.
Councilmember Delgado reported on February 6 she, along with fellow
Councilmembers, members of the School Board and other City dignitaries and
staff, attended the Chamber of Commerce networking mixer at Lucky Strike hosted
by the Moorpark Education Foundation.
Councilmember Groff reported on January 18 he attended the Economic
Development Collaborative (EDC) annual meeting with Assistant City Manager
PJ Gagajena and Economic Development Manager John Bandek.
Councilmember Groff reported on January 19 he attended the Chamber of
Commerce monthly breakfast.
Councilmember Groff reported on February 6 he attended the Chamber of
Commerce Networking Mixer at Lucky Strike hosted by the Moorpark Education
Foundation.
Councilmember Castro reported on January 27 he attended the Lucky Strike grand
opening.
Councilmember Castro reported on January 30 he participated in an interview with
staff and PFM Consultants.
Councilmember Castro reported on February 5 he, along with Mayor Enegren,
participated in the Transportation and Public Works Standing Committee meeting.

Councilmember Castro and Mayor Enegren requested a future Agenda Item
regarding developing a traffic calming/mitigation program specifically in the
Second Street area.
CONSENSUS: It was the consensus of the Council to consider a future agenda item
regarding developing a traffic calming/mitigation program specifically in the Second Street
area.
Councilmember Means reported on January 27 he attended the Lucky Strike grand
opening.
Councilmember Means reported on January 31 he met with Senator Stern to
discuss state funding options and the Senator highlighted and noted he is
impressed by what the City is doing with High Street and is a model he wants to
see.
Councilmember Means reported on February 6 he attended the Chamber of
Commerce networking mixer at Lucky Strike hosted by the Moorpark Education
Foundation.
Mayor Enegren reported on January 25 he attended a Pacific Communities
development ad hoc committee meeting with Councilmember Delgado.
Mayor Enegren reported on January 27 he attended the Lucky Strike grand
opening.
Mayor Enegren reported on February 2 he attended a Ventura County
Transportation Commission (VCTC) meeting.
Mayor Enegren reported on February 5 he participated in the Transportation and
Public Works Standing Committee meeting along with Councilmember Castro.
Mayor Enegren reported on February 6 he attended the Chamber of Commerce
networking mixer at Lucky Strike hosted by the Moorpark Education Foundation.
Mayor Enegren announced a coalition of Ventura County, all ten of its cities, and
local economic development partners are asking all Ventura County residents and
businesses to take two minutes to complete an Internet connection speed test and
a brief survey about their Internet usage and cost. We will be using the data
collected to identify areas of need and to pursue funding for new infrastructure and
digital literacy programs. Do your part to improve the world, one Internet
connection at a time, at www.moorparkca.gov/speedgest.
Mayor Enegren announced a free Community Emergency Response Team
(CERT) training offered by the Ventura County Fire Department, in collaboration
with the cities of Moorpark, Thousand Oaks, and Simi Valley. For more information

Mayor Enegren announced registration for spring recreation programs opens on
Monday, February 12. The Arroyo Vista Recreation Center offers a variety of
programs including recreation classes, sports leagues, day camps, and more. For
program details and registration information, visit the City's website.
Mayor Enegren extended an invitation to take the City's online survey to help guide
the future of parks and recreation in Moorpark. Input will help update the City's
Parks and Recreation Master Plan, which will provide the City with a modern and
community-driven vision for the parks and recreation system in Moorpark. Learn
more and take the survey at www.moorparkparksmasterplan.com.
The City of Moorpark invites residents to attend a Mental Health Resources
webinar on Thursday, March 7, 2024, from 6:00 to 7:00 p.m. Ventura County
Behavioral Health will share information about mental health resources available
in Ventura County and the community. Spanish language interpretation is
available. To register, go to www.moorparkca.gov/mentalhealth.com.
8. PUBLIC HEARINGS:
None.
9. PRESENTATION/ACTION/DISCUSSION:
A. Consider Update to City Council Goals for Fiscal Years 2023/24 and
2024/25. Staff Recommendation: Receive and file updates to the City
Council Goals for Fiscal Years 2023/24 and 2024/25.
CONSENSUS: It was the consensus of the City Council to receive and file the
presentation.
10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED)
MOTION: Councilmember Groff moved, and Councilmember Delgado seconded a
motion to approve the Consent. The motion carried by unanimous roll call vote.
A. Consider Warrant Register for Fiscal Year 2023/24 — February 7, 2024.
Staff Recommendation: Approve the warrant register.
B. Consider Amendment No. 3 to Agreement with Pegasus Studios for Video
Production and Operations Services, to Assign the Agreement to Reflect
the Reorganization of Pegasus Studios into an S Corporation. Staff
Recommendation: Approve Amendment No. 3 to Agreement with Pegasus
Studios for video production and operations services, to assign the
agreement to reflect the reorganization of Pegasus Studios into an S
Corporation.

12. CLOSED SESSION:
Mr. Brown requested the City Council go into closed session for discussion of
Items 12.A, 12.B, 12.C, and 12.D on the agenda. The time was 6:56 p.m.

Present in closed session were Councilmembers Castro, Delgado, Groff,
Means, and Mayor Enegren; Troy Brown, City Manager; Kevin Ennis, City
Attorney; PJ Gagajena, Assistant City Manager; and Jessica Sandifer,
Deputy Parks & Recreation Director.
The Council reconvened into open session at 7:49 p.m. Mr. Brown stated
Items 12.A, 12.B, 12.C, and 12.D. were discussed and there was no action
to report.

13. ADJOURNMENT:
