Consider Annual Comprehensive Financial Report (ACFR) and Other Audit Reports for Fiscal Year Ended (FYE) June 30, 2023. Staff Recommendation: Accept and file the Annual Comprehensive Financial Report (ACFR) and additional auditor reports for fiscal year ending June 30, 2023. Consider Senate Bill (SB) 1383 Local Assistance Grant Program Fiscal Year (FY) 2022/23 and Adopt Resolution Authorizing City Manager to Submit Grant Application to California Department of Resources Recycling and Recovery (CalRecycle), and Rescinding Resolution No. 2023-4217. Staff Recommendation: 1) Adopt Resolution No. 2024- , authorizing the City Manager or their designee to submit an application to CalRecycle, to execute any forms necessary to secure SB 1383 Local Assistance Grant Program funds, and carry out the specified activities required by CalRecycle; and 2) Rescind Resolution No. 2023-4217.
