PROPOSED NEW TERMINOLOGY FOR PLANNED DEVELOPMENT PERMITS
AND DEVELOPMENT PLAN PERMITS
Background
The Ventura County Ordinance Code as adopted by the City of
Moorpark at incorporation has cumbersome and confusing
terminology in regard to two different entitlements that are
required.
1. A "Planned Development (PD) Permit" is required in
nearly every residential and commercial project
consisting of new construction or an addition to an
existing building in the R-P-D, C-1, C-2, and C-P-D
zones. No distinction is made by the code in the
terminology used for residential as opposed to
commercial projects. To clarify this staff proposes
to establish terminology distinguishing between the
two; a "Residential Planned Development (RPD) Permit"
and a "Commercial Planned Development (CPD) Fermi t"
are proposed as new terminology to clarify distinction
between PD permits for residential and commercial
projects.
2. A "Development Plan

new construction. It
