SUBJECT: Funding Alternatives for Possible Traffic
Signal at Delfen Street
The City Council recently directed Staff to provide a list of
funding options for a possible traffic signal at the intersection
of Delfen Street and Campus Park Drive. The Council has previously
received a report from Councilmember Lane that Moorpark College's
funding participation would be minimal if at all. The funding
options are as follows:
1. Gas Tax Fund
2. Traffic Safety Fund
3. General Fund
4. Los Angeles Avenue Area of Contribution (AOt) Fund
5. Proposed City-Wide Traffic Improvement Fund
6. Griffin Homes
7. Moorpark College
8. Some combination of sources.
The signal installation would cost approximately $120,000.00 based
upon estimates provided by the City Engineer for other intersections.
The Gas Tax and Traffic Safety Funds have fund balances of
$625,000.00 and $139,000.00 respectively, as of July 1, 1987.
As you are aware, the Traffic Safety Fund was impacted with
the County's action to divert the drunk driving (DUI) fines for
other purposes. The full fiscal impact of this action is not
known because it appears to have been counterbalanced to a large
extent by the City's dedicated Traffic Officer and increased
truck inspections.
