Richards, Director of Community Development DATE: November 18, 1987 (CC meeting of 12/2/87) SUBJECT: 1987 SCHEDULE A POINT RATING AND ALLOTMENT AWARDS The Residential Development Evaluation Board (Planning Commission) concluded their review of the various projects requesting allotments at their meeting of November 2, 1987. The Board did rot modify ani7 of the percentage ratings assigned by staff. However, the Board did make a change to an addition error in the point ranking that slightly changed the percentage score for Varsity Par Estates. Representatives from Griffin Homes, Pardee, Varsity Park Estates and Glen Haven spoke in support of staff rating assignments. Seal/Oliver was not represented, Warmington Homes objected to not being considered in staff's review. Warmington Homes was not reviewed by staff because they failed to file a complete application. All applicants, except Warmington, submitted a complete application with all exhibits and attachments. Warmington's application states that all plans are on file with the City of Moorpark. This is not a true statement inasmuch as multiple copies are not available, plus no reductions are present in the files. Regardless of the fact that the application of Warmington is incomplete; the applicant will contest that they are exempt from Measure F and the residential development management system inasmuch as only three units are involved. It is staff's opinion that the three units in question are part of a larger Planned Development Permit and were not originally exempt. They are remnants from an approved Planned Development. Staff would recommend that the Board find the application of Warmington Homes incomplete and refer the application to Schedule B of the 1987 allotments. n1IMI fans► 529-6864 Page 2 Attached to this report is a listing of the various projects along with the points assigned by staff and the final percentage points earned per project. A notice has been given to allow the City Council the opportunity to reassign the development allotments as needed. The following projects may be considered by the City Council. Entitlement Appl'nt. At the conclusion of the hearing, the appropriate action would be to confirm the point ratings for the projects. At that time, the City Council will be in a position to proceed with the awarding of the development allotments. To assist the City Council in your review staff has prepared forms to indicate your review of each of the applicants. Richards, Director of Community Development DATE: October 27, 1987 (PC meeting of 11/2/87) SUBJECT: RESIDENTIAL DEVELOPMENT MANAGEMENT SYSTEM - 1987 Schedule A DA-87-1 through 6 Background The City Council, at their meeting of September 23, 1987 adopted a residential development management system (RDMS) under_ Resolution No. 87-421.. Within this system, under Section 13, is a separate process established for the year 1987. There are two filing dates for the year 1987, first in October 1987 and second in February 1988. In each period (Schedule A and B) there are 125 allotments available. Section 6.E limits the granting of allotments to not more than 60% of the total number available. That number may be exceeded if the total number of allotments requested is less than the annual allotment or the project has demonstrated to the City outstanding community improvement benefits to warrant a percentage increase. Inasmuch as the total number available in Schedule A is 125 the maximum any one applicant should be granted is 75. Discussion The City received the following requests for allotments. Pursuant to Section 13 all six applicants for the Schedule A allotments had a Tentative Tract Map and Planned Development Permit approved prior to June 30, 1987. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 Entitlement Appl'nt. Only Griffin Homes has requested consideration of this section (see attached). The Varsity Park Estates application requests exceeds the 60% (93 vs. 75 maximum). -2- Correction Needed During staff's review it was noted needs correction. Please strike replace with 6-10 and 1-5. Parts A and B Reviewed that Page 28 o the points 5 The following charts reflect the end results of staff's review of the projects submitted for evaluation under the RDMS. Following each chart are staff's comments regarding each subsection of Parts A and B. A-1 Water Supply Impact None of the five projects reviewed identified any problems meeting their water supply needs. A-2 Wastewater Service Impact None of the five projects reviewed identified any problems meeting their wastewater flow needs. A-3 Storm Water Drainage Of the five projects reviewed, none required off -site storm water drainage work. A-4 Fire Response Three of the five projects are within the one mile radius. Only Griffin Homes and Varsity Park Estates are at the two mile response level. A-5 School Impact Although the Moorpark School District has indicated to the City he potential to exceed capacity in the short run; the District will use temporary trailers on various school sites to bridge the gap. The residential development management system only addresses double sessions or classroom overcrowding. Therefore, all projects reviewed receive the maximum of 8 points. A-6 Traffic Impact Seal/Oliver project received a zero because of the future F Level of Service at Spring Road and Los Angeles Avenue. The Griffin Homes and Varsity Park Estates received a 5 because of the future C Level of Service at Princeton Avenue and Los Angeles And College View and Los Angeles Avneue. Pardee and Glen Haven received a 7 because of the B Level of Service at Tierra Rejada and Peach Hill Roads. -3- A-7 Project Seniority All projects except Glen Haven received a project seniority point. Glen Haven's Tentative Tract was approved prior to the year 1984. Community Improvements Only Griffin Homes provides a "community improvement" with the construction of Collins Drive to Moorpark College. B-1 Building Design and Quality In reviewing the projects under this criteria, the Griffin, Pardee and Varsity Park Estates are typical tract housing units and do not contain an extensive amount of detailing or relief. The Glen Haven projects has a better design quality because of detail, roof design and garage entry locations. The Seal/Oliver project was listed lower because of the repetitive nature of the buildings. If Warmington were to be rated staff would give it an 8. B-2 OpenSpace and Landscaping The Griffin Homes and Varsity Park Estates receive a higher rating because of the amount of Open Space set aside as non -buildable. Also, for the fact that they provide private Open Space. The Pardee, Glen Haven and Seal/Oliver projects provide no more than the typical amount of Open Space and landscaping within their tracts. They however, were originally designed several years ago and approved by the County and early years of the City. If Warmington were to be rated staff would give it a 7. B-3 Design Quality - Site and Parking The Glen Haven project received the highest rating because of their sitting of units to be less impacting on adjacent residents. The Pardee and Varsity Park Estates received a rating of just above average inasmuch as they reflect a design quality slightly over the norm. Griffin Homes receive a higher point rating because of the extensive project entry provided on Collins Drive. Glen Haven received it's highest rating because of it's compatibility with surrounding property. If Warmington were to be rated staff would give it an 8. B-4 Provisions of Useable Open mace All of the projects except Glen Haven provide private recreation areas over and above the tract park dedication requirements. Warmington would have been given a 10. B-7 Energy Conservation All the projects provided solar pre -plumb, exterior high intensity lighting and automatic photo cell switches. The Varsity Park Estates project was the only one to state that they would conduct energy calculations on each unit rather than the permitted average. Warmington Homes would have been given a 6 if rated. B-8 Bike/Foot Paths etc. Only the Griffin Homes and Varsity Park Estates project addresses the Bike and Footpath provision. The Griffin project provides a Class II Bike Trail along Collins Drive to facilitate access to Moorpark College. B-9 Topographic The Seal/Oliver and Glen Haven projects are located on flat land and no extensive grading was to occur as a result of the project. The three remaining projects did involve extensive grading. The grading proposed by these three projects is generally an average consideration for the natural topography. The Griffin and Varsity Park Estates projects are more reflective of todays standards of contour grading and minimal impact to the hill side areas. If_ Warmington were to receive a rating staff would have given it a 7. B-10 Archaeological Impact None of the project sites are located within a known archaeological site. Therefore, no rating was given. B-11 Low Cost Housing No projects rated provides for low cost housing. Therefore no rating was given. 16'1 B-12 Absence of Deleterious Impact None of the projects reviewed created any de on the Community. B-13 Provisions of Needed Public Facilities Only the Griffin Homes project gives to the community a critical roadway link (Collins Drive). This was rated higher than the remaining four. The other provided the average amount of public facilities to facilitate the development of their projects. Recommendation Staff recommends the Board consider the following allotment distribution: o. of Allotments Project 22 Glen Haven 46 Griffin Homes 6 Pardee Homes 24 Varsity Park Estates 27 Seal/Oliver The reason for staff's support of the condominium project is that it provides a mix of Multi -Family dwelling units within the community. Staff suggests that the Warmington Homes request be considered under Schedule B once all requirements of the appplication have been met.
