ANTONIO CASTRO Councilmember ITEM 7.A TEEN COUNCIL REGULAR MEETING MINUTES September 13, 2023, 5:00 p.m. Arroyo Vista Recreation Center, 4550 Tierra Rejada Road 1. CALL TO ORDER: The meeting was called to order at 5:02 p.m. by Recreation Supervisor, Victoria Peterson. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Teen Council member Everly Moore. 3. ROLL CALL: Present: Capri Alva, Allie Cano, Katelyn Craft, Abraham Jeong, Zoey Jeong, Alison Jimenez, Lauren Kaften, Elijah Luekenga, Aadya Magadala, Dylan Montelibano, Everly Moore, Aditya Popuri, Sahil Sampangi, Jai Sarin, Amber Yakel, and Jade Yakel. Absent: None. Staff: Recreation Supervisor, Victoria Peterson. 4. PUBLIC COMMENT: None. 5. DISCUSSION / ACTION ITEMS: A. Welcome and Introductions i. Recreation Supervisor, Victoria Peterson, expressed the City’s deepest gratitude and congratulations to the Teen Council members serving for the 2023-2024 term. Members went around the room and introduced themselves. B. Overview of Meeting Rules & Procedures i. Policies on Teen Council – Recreation Supervisor, Victoria Peterson, reviewed City of Moorpark policy PRCS-6 on Teen Council, and discussed the goals, organization, and responsibilities of the Teen Council. ii. Brown Act Summary - Recreation Supervisor, Victoria Peterson, discussed the Brown Act and its importance as it relates to the Teen Council. Teen Council Regular Meeting Minutes September 13, 2023 C. Teen Council Member Expectations i. Meeting Frequency & Attendance – Recreation Supervisor, Victoria Peterson, shared the attendance expectations of the Teen Council. Ms. Peterson shared that initially the Teen Council would meet on a biweekly basis on the 2nd and 4th Wednesday of each month, but that a future vote may change the frequency of meetings. ii. Elect Officer Positions - Recreation Supervisor, Victoria Peterson, explained the duties of the officer positions of Chair, Co -Chair, and Secretary. Teen Council members who were interested in assuming a position gave their reasons to the rest of Teen Council, which ultimately resulted in a vote for positions. Member Abraham (Abe) Jeong was voted the Chair of the Teen Council, member Jade Yakel was voted Co-Chair, and member Allie Cano was voted Secretary. D. Teen Council Volunteer Responsibilities i. Recreation Supervisor, Victoria Peterson, shared the City of Moorpark Recreation Division’s event calendar for 2023-2024. While dates are still being decided for 2024, the Teen Council were able to see approximate dates and the number of events that are held, as well as briefly discuss tasks pertaining to each event. 6. ANNOUNCEMENTS/FUTURE AGENDA ITEMS: A. Recreation Supervisor, Victoria Peterson, notified the Teen Council that they have been asked to participate in a Parks Master Plan Workshop on Wednesday, October 4, 2023. 7. CALL TO ORDER: The meeting was called to order at 5:03 p.m. by Teen Council Chair, Abe Jeong . 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Teen Council member, Jai Sarin. 3. ROLL CALL: Present: Capri Alva, Allie Cano, Katelyn Craft, Abraham Jeong, Zoey Jeong, Lauren Kaften, Elijah Luekenga, Aadya Magadala, Dylan Montelibano , Everly Moore, Aditya Popuri, Sahil Sampangi, and Jai Sarin. Staff: Recreation Supervisor, Victoria Peterson, Recreation Services Manager, Stephanie Anderson, Parks & Recreation Director Jeremy Laurentowski, and Senior Management Analyst Chris Ball. 4. PUBLIC COMMENT: None. 5. DISCUSSION / ACTION ITEMS: A. Preparation for upcoming Parks Master Plan workshop on October 4, 2023 i. Recreation Supervisor, Victoria Peterson, introduced Senior Management Analyst, Chris Ball, to the Teen Council. Mr. Ball discussed the previous Parks Master Plan and explained that the City of Moorpark is looking to update the document to reflect aspects of parks and recreation that are important to the teen community. Mr. Ball invited the Teen Council to attend the Parks Master Plan workshop on Wednesday, October 4, 2023, and asked that they bring friends to provide additional input. Sample questions were provided to the Teen Council to begin considering how they will participate in the workshop. Teen Council Regular Meeting Minutes September 27, 2023 B. Review Remaining 2023 events i. Moorpark Country Days, 10/7/23 – Teen Council Chair, Abe Jeong, explained that Teen Council should dress up in Halloween costumes to walk alongside the City’s Recreation float which will be promoting the upcoming Haunted High Street event. ii. Teen Cupcake Challenge, 10/13/23 – Teen Council Chair, Abe Jeong, explained tasks that Teen Council will complete at the Cupcake Challenge, including assisting participants in the kitchen, and serving as judges for the cupcakes. iii. Haunted High Street, 10/31/23 – Teen Council Chair, Abe Jeong, explained that Teen Council’s attendance is required, and that they should plan to bring one reliable friend to assist in running the carnival games and attraction at Haunted High Street. Halloween costumes and/or festive Halloween attire is encouraged. iv. Teen Dodgeball Night, 11/4/23 – Teen Council Chair, Abe Jeong, explained that Teen Council’s primary responsibility is to promote the event and bring friends to attend the event. Specific tasks are to be determined, but will include set-up and clean-up of the event, as well as possibly creating a music playlist. Teen Council member Katelyn Craft suggested adding events to the morning announcements at Moorpark High School. v. Breakfast with Santa, 12/9/23 & 12/10/23 – Teen Council Chair, Abe Jeong, explained that Teen Council’s attendance is required, and that they should plan to bring one reliable friend to assist. Tasks would include serving as wait staff in the dining room or helping in the craft room. Additional details will be provided as we get closer to the event. 6.
