SPECIAL MEETING MINUTES
October 4, 2023, 5:00 p.m.
Arroyo Vista Recreation Center,

1. CALL TO ORDER:
The meeting was called to order at 5:11 p.m. by Teen Council Chair, Abe Jeong.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Teen Council member, Jai Sarin.
3. ROLL CALL:
Present: Capri Alva, Allie Cano, Katelyn Craft, Abraham Jeong, Zoey Jeong, Alison
Jimenez, Elijah Luekenga, Aadya Magadala, Dylan Montelibano, Aditya
Popuri, Sahil Sampangi, Jai Sarin, Amber Yakel, and Jade Yakel.
Absent: Lauren Kaften and Everly Moore.
Staff: Recreation Services Manager, Stephanie Anderson, Parks & Recreation
Director Jeremy Laurentowski, and Senior Management Analyst Chris
Ball.
4. PUBLIC COMMENT:
None.
5. PRESENTATION/DISCUSSION/ ACTION ITEMS:
A. Welcome & Introductions
i. Senior Management Analyst, Chris Ball, welcomed the Teen Council and
members of the public to the Parks Master Plan Presentation. Mr. Ball
introduced representatives from the City’s consulting company, KTUA.
B. Parks Master Plan Workshop
i. KTUA representatives showed the City’s previous Parks Master Plan
and explained that the City of Moorpark is looking to update the
document. KTUA is holding multiple workshops to garner feedback and
create clear goals for future parks and recreation planning.
ii. Representatives held a Q & A session which resulted in the following
responses:

• Q: What do you like and dislike about the parks?
▪ A: Like that the parks are generally clean and kept open, but
feel some parks are slightly bland and could use updates to
lighting, water fountains, and restrooms. Suggested that
there could be more public artwork and trails.
• Q: How do you feel about the current recreational programs?
▪ A: Many members were not aware of the current programs,
and felt they needed to be advertised on Instagram and
TikTok, and suggested that there could be more
programming for ceramics, cooking, and film/photography,
and also suggested there be space for casual pick-up style
sports.
iii. KTUA displayed large maps of Moorpark maps and asked for stickers
with specific recommendations for certain parks/amenities.

REGULAR MEETING MINUTES
October 25, 2023, 5:00 p.m.

1. CALL TO ORDER:
The meeting was called to order at 5:03 p.m. by Teen Council Co-Chair, Jade Yakel.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Teen Council member, Katelyn Craft.
3. ROLL CALL:
Present: Allie Cano, Katelyn Craft, Alison Jimenez, Elijah Luekenga, Aadya
Magadala, Dylan Montelibano, Aditya Popuri, Sahil Sampangi, Amber
Yakel, and Jade Yakel.
Absent: Capri Alva, Abraham Jeong, Zoey Jeong, Lauren Kaften, Everly Moore,
and Jai Sarin.
Staff: Recreation Supervisor, Victoria Peterson.
4. PUBLIC COMMENT:
Senior Management Analyst for the City of Moorpark, Chris Ball, gave Teen Council a
huge thank you for their participation in the Parks and Recreation Master Plan
Workshop on October 4, 2023. Mr. Ball noted that he received great feedback from the
consultants leading the workshop, and said they plan to hold future workshops in
Moorpark.
5. DISCUSSION / ACTION ITEMS:
A. Review Teen Cupcake Challenge on 10/13/23
i. Recreation Supervisor, Victoria Peterson, and Teen Council member,
Alison Jimenez gave a recap of the recent Teen Cupcake Challenge.
Four teams registered but only three competed and had a good-spirited
competition. Teams were required to use the secret ingredient of
marshmallow fluff, and overall the event ran smoothly.
ii. Recreation Supervisor, Victoria Peterson, reminded Teen Council that
they are responsible for helping promote the events as well as attend,
and that there needs to be more commitment put forward by members.

B. Confirm Haunted High Street attendance
i. All present members indicated that they were able to attend, but that
friends attending may be limited.
C. Review Haunted High Street activities and expectations
i. Recreation Supervisor, Victoria Peterson, shared the site map of the
Haunted High Street event, and explained that the site was significantly
larger than previous years, requiring the majority of High Street to be
utilized. Teen Council members reviewed the carnival rules and
discussed each carnival game and attraction in detail. Teen Council
members were encouraged to dress up in family-friendly Halloween
costumes.
6. ANNOUNCEMENTS/FUTURE AGENDA ITEMS:
None.
7. CONSENT CALENDAR:
A. Minutes from the Regular Meeting on September 13, 2023 were approved.
B. Minutes from the Regular Meeting on September 27, 2023 were approved.
8. ADJOURNAMENT:
Teen Council Co-Chair, Jade Yakel, adjourned the meeting at 5:32 p.m.
