SUBJECT: Consider Resolution Amending the Classification Plan for Non-
Competitive and Competitive Service Employees Adding Landscape
Maintenance Inspector, and Rescinding Resolution No. 2023-4168
BACKGROUND/DISCUSSION
On April 19, 2023, the City Council adopted the City’s Classification Plan, Resolution
No. 2023-4168, but the job classification of Landscape Maintenance Inspector was
inadvertently omitted. The Landscape Maintenance Inspector position is funded in the
City’s Budget for Fiscal Year 2023/24 and is planned to be filled. This position will be
conducting daily inspections and managing contractors for the City’s Landscape
Maintenance Districts (LMDs) and will report to the Parks and Facilities Supervisor in
the Parks, Recreation and Community Services Department. The position is funded
through the LMDs. Landscape Maintenance Inspector is a Competitive Service position
and already included in the City’s Salary Plan.
Staff recommends adding the position of Landscape Maintenance Inspector to the City’s
Classification Plan in order to proceed with filling the position.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.
FISCAL IMPACT
There is no fiscal impact associated with this item since the position of Landscape
Maintenance Inspector is already funded in the City’s Budget for Fiscal Year 2023/24.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE CLASSIFICATION
PLAN FOR NON-COMPETITIVE AND COMPETITIVE SERVICE
EMPLOYEES REVISING THE JOB DESCRIPTIONS FOR
ACCOUNTANT I/II, FINANCE/ACCOUNTING MANAGER, AND
BUDGET AND FINANCE MANAGER, AND ADDING DEPUTY
PARKS AND RECREATION DIRECTOR AND
FINANCE/ADMINISTRATIVE SERVICES

WHEREAS, the City Council adopted Resolution No. 2022-4143 on November 2,
2022, establishing a revised classification plan and job description for Public Works
Manager; and
WHEREAS, at the regular meeting on April 19, 2023, the City Council has
determined that the City’s Classification Plan should be amended to revise the job
descriptions for the positions of Accountant I/II, Finance/Accounting Manager, and Budget
and Finance Manager, and adding the positions of Deputy Parks and Recreation and
Finance/Administrative Services Directorthe City Council at its regular meeting on
February 21, 2024, considered and adopted an amended Classification Plan Resolution
for Non-Competitive and Competitive Service employees to add the position of
Landscape Maintenance Inspector; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The job descriptions attached as Exhibit A to this resolution is
hereby adopted into the City’s Classification Plan.
SECTION 2. The City Manager shall have the authority to make temporary
additions or deletions to the Classification Plan in the interest of efficient and effective
administration of the Plan. Such alterations shall not become an approved part of the
Plan until adoption by City Council resolution.
SECTION 3. For all Classification Plan job descriptions which contain a
reference to City, City of Moorpark, or City Council, such reference may also include
responsibility for other governmental public agencies for which the Moorpark City Council
serves as the governing body or has entered into a joint exercise of powers agreement,
including but not limited to the Successor Agency of the Redevelopment Agency of the
City of Moorpark, Successor Housing Agency of the Redevelopment Agency of the City
of Moorpark, Moorpark Public Financing Authority, Industrial Development Authority of
the City of Moorpark, and Moorpark Watershed, Parks, Recreation, and Conservation
Authority.

SECTION 4. Resolution No. 2022-41432023-4168 is rescinded and this
resolution shall become effective upon adoption.
SECTION 5. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

LANDSCAPE MAINTENANCE INSPECTOR
Class specifications are intended to present a descriptive list of the range of duties
performed by employees in the class. Specifications are not intended to reflect all duties
performed within the job.
DEFINITION
To perform inspections of City parks, joint use facilities, slopes, medians, parkways,
greenbelts, wetlands, and other landscaped areas as well as field maintenance and
construction projects. Interpret and administer landscape maintenance and landscape
construction contracts. Ensure compliance with approved landscape plans,
specifications, City standards, and/or maintenance contract provisions. The City has the
discretion to make occasional adjustments of the work week, workday or hours worked
for this position to serve the interest of the City's operation and mission. This position is
not overtime exempt.
DISTINGUISHING CHARACTERISTICS
This is an advanced journey level class in the Landscape Maintenance series.
Employees are distinguished from the Landscape Maintenance Specialist by the level of
responsibility assumed and the complexity of duties for certain assigned projects.
Employees at this level perform the most difficult and responsible types of duties assigned
to classes within this series, including leading and overseeing lower-level staff during
certain assigned projects. Employees are distinguished from the Landscape Maintenance
Specialist position by the knowledge, skills, and abilities to inspect basic and complex
construction and maintenance of irrigation and other landscape improvement projects.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from supervisory or management staff.
Occasionally performs as lead worker over lower-level staff during project
implementation.
Assists supervisor or management staff with monitoring contractor performance.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other
important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
1. Conduct field inspections of landscaped areas and irrigation systems; evaluate
field problems; authorize changes or repairs as required.

2. Coordinate, evaluate, and interpret the specifications, codes, policies and
procedures related to landscape maintenance contracts. Evaluate the work of
outside contractors, document contractor performance, and advise supervisory or
management staff.
3. Confer with contractors, outside agencies and the general public; interpret and
explain City policies, requirements and restrictions.
4. Participate, train, and review the work of staff during certain assigned projects
related to City streets, parkways, parks, buildings, or other City facilities; prepare
schedules; lead, oversee and participate in the use and operation of equipment.
5. Ensure the adherence to safe work practices and procedures; instruct workers in
the use of all safety equipment; ensure compliance with OSHA regulations.
6. Provide support to supervisory or management staff administering maintenance
contracts for City streets, parkways, parks, buildings, or other City facilities;
conduct inspections; meet with contractors to discuss maintenance issues.
7. Maintain operation records; prepare and file reports.
8. Estimate time, materials, and equipment required for jobs assigned.
9. Prepare detailed project descriptions and obtain cost proposals for material,
equipment, and project construction; prepare project schedules; coordinate and
assist with oversight of the work of consultants and contractors.
10. Evaluate City parks and other landscape areas for maintenance and safety
improvements; requisition materials as required; prepare inspection reports.
11. Investigate and respond to citizen complaints and inquiries regarding the
maintenance of landscaped areas.
12. Participate in budget preparations; prepare cost estimates; submit justifications for
budget items; monitor and track program expenditures.
13. Assists in the preparation of Request for Proposal documents, reviews bid
documents, and reviews site irrigation plans; participates in pre-bid meetings with
contractors.
14. Conduct playground inspections; backfill sand as needed; install new playground
equipment; perform playground equipment inspections and prepare reports.
15. Conduct annual inspection, testing and certification of backflow prevention
devices.

16. Monitor water usage in parks, streetscapes and other landscaped areas; monitor
and adjust the City’s central irrigation system to maximize irrigation efficiency and
minimize water use; recommend irrigation modifications and coordinate repairs
with contractor; prepare and file reports.
Marginal Functions:
1. Respond to public inquiries in a courteous manner; provide information within the
area of assignment; resolve complaints in an efficient and timely manner.
2. Serve as emergency response worker as necessary.
3. Perform related duties and responsibilities as required.
QUALIFICATIONS
Knowledge of:
• Principles and procedures of contract administration in parks, medians, slopes,
greenbelts, and other landscape areas.
• Pertinent federal, state, and local policies, codes, laws, and regulations affecting
landscape maintenance and construction.
• Principles and practices of horticulture, landscaping, arboriculture, urban forestry,
soil management, irrigation and water management, soil characteristics,
application and uses of various pesticides and landscape and irrigation design.
• Terminology, methods, practices, materials, and techniques related to landscape
construction and landscape maintenance.
• Modern office methods, procedures, and computer equipment and data bases.
• Principles and procedures of record keeping and reporting.
• Equipment and tools used in the area of work assigned.
• Occupational hazards and standard safety practices.
• Use of hazardous chemicals, herbicides and fertilizers.
• Principles of lead supervision and training.
• English usage, spelling, grammar, and punctuation.
Ability to:
• Apply administrative and technical knowledge to assure compliance with contracts.
• Follow proper inspection techniques to examine workmanship and materials;
detect deviations from plans, regulations, and standard construction practices.
• Operate personal computer and other technical equipment to access information
and utilize common business applications.
• Read and interpret complex landscape plans, construction plans, specifications,
and building codes.
• Diagnose and assess horticulture problems and recommend an effective course
of action.

• Lead, organize, and review the work of staff.
• Interpret, explain, and enforce department policies and procedures as they relate
to special projects.
• Lead multiple projects at once.
• Understand and follow oral and written instructions.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the
course of work.
• Maintain mental capacity, which allows the capability of making sound decisions
and demonstrating intellectual capabilities.
• Maintain effective audio/visual discrimination and perception to the degree
necessary for the successful performance of assigned duties.
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required
knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities
would be:
Experience
Three years of increasingly responsible landscape maintenance and construction
experience in parks, sports parks, joint use facilities, medians, slopes, greenbelts,
wetlands, and other landscape areas.
Training
Equivalent to completion of twelfth grade. Two years of accredited college or
university courses in public works administration, contract management,
horticulture practices, construction technology, or a closely related field is
desirable.
License or Certificate:
Possession of or ability to obtain and maintain an appropriate, valid California driver's
license.
Within twelve (12) months of employment, the employee shall obtain and thereafter
continuously maintain one or more of the following licenses or certificates, based on
department and specific assignments, as determined by the City Manager: Certified
Backflow Prevention Device Tester (Ventura County Environmental Health Division);
Qualified Playground Inspector (National Playground Safety Institute); and Class A or B
California Driver's License.
Desired certifications include pesticides and Arborist.
Additional licenses or certifications may be required depending on area of assignment.

WORKING CONDITIONS
Environmental Conditions:
Field environment; exposure to outside atmospheric conditions; exposure to noise, dust,
grease, smoke, fumes, gases or other atmospheric conditions that may affect the
respiratory system, eyes or skin; work around moving mechanical parts of equipment,
tools or machinery; work in high, exposed places.
Physical Conditions:
Essential functions may require maintaining physical condition necessary for sitting,
standing or walking for prolonged periods of time; travel to various locations; operating
motorized vehicles; medium to heavy lifting, carrying, pushing and pulling; climbing;
balancing; stooping; kneeling; crouching; crawling; reaching; handling; use of fingers;
talking; hearing; near and far acuity; depth perception; exposure to heat, noise, outdoors,
vibration, confined work space, chemicals, dust, explosive materials, mechanical
hazards, and electrical hazards.
