SUBJECT: Consider Notice of Final Acceptance of the Moorpark Station North
Parking Lot Public Art Project (C0052)
BACKGROUND & DISCUSSION
On June 1, 2022, the City Council awarded the contract for the Moorpark Station North
Parking Lot Public Art Project (C0052) to artist James Eric Powell (Eric Powell) for
$175,000, which included an artist’s fee of $25,000. The artwork, titled “Moorpark
Orchard”, was installed on January 30, 2024 and a dedication ceremony was held on
February 9, 2024. There were no change orders or performance bonds for this project.
Eric Powell has satisfactorily completed all work and staff is requesting that the City
Council formally accept the artwork and authorize the City Manager to sign the Final
Acceptance notice (Attachment).
ENVIRONMENTAL DETERMINATION
The Community Development Director has evaluated the Moorpark Station North Parking
Lot Public Art Project for compliance with and determined that the proposed action is
categorically exempt from environmental review in accordance with Section 15301,
Class 1 (existing facilities) and Section 15311, Class 11 (accessory structures). The
proposed project involves placement of minor structural accessories at an existing public
parking lot with no proposed expansion of existing use.
FISCAL IMPACT
No fiscal impact associated with the recommended actions.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
