APPLICATION OF FACILITY USE (Moorpark High School
Booster Club)
Attached is a request from the Moorpark High School Booster Club for a
waiver of fees, plus an extended hours use permit. They are scheduled
for December 31, 1987 from 3:00 p.m. to 1:00 a.m. Applicant would
utilize the multi -purpose room and the kitchen.
The current fees for their requested use plus permits would be $240.00,
plus a $200.00 cleaning/security deposit. This is the community group
rate of the fee schedule. If no actual fees were charged and applicant
was to be charged only for staff charges, a rate of $8.00 per hour, per
staff person would be applicable.
Staff would like to see a staff person on the premises during the
event. In the past this has proved beneficial for protection of the
facilities.
For the past three years the Booster Club has used the center on New
Year's Eve, and the fees were waived except for the cost of cleaning
the facility and the security deposit. The Parks & Recreation
Commission had authorized that the fees be waived in the past.

The former Parks & Recreation Commission's Community Center Committee
had proposed that no fee waiver be allowed but that the Community Group
rate apply in such cases. However, no action had been taken by the
Commission.
Alternatives:
1. Community Group rate per established Fee Schedule.
2. Waiver of fees.
3. Staff only charges.
4. Any combination of the above noted fees.
STAFF RECOMMENDATION:
Since the fees have been waived in the past, staff is recommending that
the fees be waiver this year; but that it not be considered a
precedent. In addition to the cleaning charges and security deposit,
the Club would be requi,.red to pay $48.00 for one staff person from 7:30
p.m. to 1:30 a.m. (6 hours at $8.00 an hour).
Staff also recommends that when the City next reviews the Community
Center Fee Schedule and the Rules & Regulations that a clear policy be
established concerning fee waivers.
