SUBJECT: City Participation in Review of Landfill
Franchise Agreement
The City Council recently authorized the City's participation
in the review process for developing a draft franchise agreement
with Waste Management, Inc. for operation of the Simi Valley
landfill. It is expected that the agreement negotiated for the
Simi Valley site will be essentially the same agreement used
for other landfill sites throughout the County.
At recent meetings of the Cities attended by a Councilrnernber
and City Managers from nine of the ten cities, a consensus decision
was reached to have the cities consider being represented by a
person qualified on matters relating to solid waste landfill
franchise agreements. Each City was to request its City Council
to consider this recommendation.
Kathy Stone from the law firm of Burke, Williams & Sorenson
has been selected as the City's representative. We are familiar
with both her and the law firm, since the firm provides our
legal services and Mrs. Stone is handling the BIA lawsuit.
In addition to Ms. Stone, the Cities would be represented by
the staff of four cities -Ojai, Oxnard, Simi Valley and Thousand
Oaks.
Moorpark has previously designated Mayor Pro Tern Brown and the
City Manager to represent the City on the Policy and Technical
Cornmittees,respectively. This was done at the invitation of
the County. All cities could continue participation in the
