ORDINANCE NO. 92
AN ORDINANCE OF THE CITY OF MOORPARK, CALIFORNIA,
APPROVING ZONE CHANGES NOS. Z-2815, Z-2816 AND
Z-2817, ON APPLICATION OR URBAN WEST COMMUNITIES.
WHEREAS, applications were received from Urban
West Communities for the followipg:
1. Z-2815 -To rezone a 90 .1 acre parcel from
"PC" (Planned Community) to the "RPD 1.84 U"
(Residential Planned Development 1. 84 Units
to the Acre) Zone;
2. Z-2816 -To rezone a 62. 9 acre parcel from
"PC" (Planned Community) to the "RPD 2.45 U"
(Residential Planned Development 2. 45 Uni ts
to the Acre) Zone; and
3. Z-2817 -To rezone a 57. 7 acre parcel from
"PC" (Planned Community) to the "RPD 3.1 U"
(Residential Planned Development 3.1 Units to
the Acre) Zone; and
WHEREAS, the Planning Commission of the City of
Moorpark considered said proposed zone changes at a duly
noticed public hearing on September 28, 1987, and after
careful consideration recommended denial without prejudice
thereof; and
WHEREAS, public notice having been given in time,
form and manner as prescribed by law, the city Council of
the City of Moorpark has held a public hearing, has received
testimony regarding said proposed zone changes, has duly
considered the propos·ed projects, and has reached its
decision; and
WHEREAS, the City Council, after careful review
and consideration, has determined that for all three zone
changes hereinabove referred to, the environmental effects
discussed in the EIR prepared for Planned Community No. 3
and the environmental effects of the proposed projects are
similar enough to warrant the same treatment in an EIR, and
has certified that the Planned Community No. 3 EIR
adequately covers the impacts of these projects; and
pursuant to Section 15162 of the State CEQA Guidelines, this
body has reviewed and considered the information contained
therein and has endorsed the reasons which have been given
in the staff reports on file for allowing the occurrence of
the significant cumulative impacts identified in the EIR
that was earlier prepared for Planned Community No. 3;
