Dennis Delzeit, February 9, 1988 Council 1: FROM: DATE: City Engineer /2_~ /),d ~~ ;.J_ , ~~ ---L SUBJECT: Additional Information for the Highway 118 Alignment Study BACKGROUND INFORMATION In March of 1986, the City Engineer prepared an alignment study of Highway 118 through the Virginia Colony area. This study provided four alternatives for the realignment of Highway 118. At the City Council meeting of February 3, 1988, the City Engineer was directed to provide additional information for Alternate No. 4. This information consists of analyzing various techniques of providing separation between the eastbound and westbound lanes of Highway 118 and preparation of the attached exhibit map identifying the adjacent property owners. In the original study, Alternate No. 4 discussed the addition of a 4-foot wide paved strip along the south side of the highway and an asphalt overlay of the existing pavement. This alternate was to provide a smoother road and allow for the existing lanes to be restriped and slightly widened. Alternate No. 4 will require no additional right-of-way acquisition or grading, and was subsequently the least costly of the four alternatives. The disadvantage is that it will not increase the capacity of the highway in this reach. In order to implement Alternate No. 4, the City Council has expressed some concern over safety and requested the City Engineer to analyze various separation techniques to eliminate hazardous turning movements in the area. Included in the request was the possibility of utilizing a guard rail or a "Jersey Barrier" along the centerline of the highway.
