GILLESPIE Chief of Police The attached City Engineer's report outlines a proposal from CalTrans for storm drain improvements on Moorpark Avenue (Highway 23) in two segments. The first segment, North of High Street, would require a minimum of City participation ($20,000) and possible deferral of cost. The second segment, Los Angeles Avenue to First Street, would al low the City to essentially split the cost with CalTrans. The second segment would require the City to pay 100% of the cost for the 36-inch pipe from Flory Avenue to Moorpark Avenue estimated at $50,000. This is part of the $475,000 cost for this segment. After deducting the maximum CalTrans contribution of $250,000, the City would pay an estimated $225,000. The $475,000 cost includes all engineering services but does not include replacement of curb, gutter and sidewalk in the event the storm drain is placed in a location requiring such removal and replacement. The total proposal would allow the City to receive an estimated $595,000 in improvements for an estimated City cost of $245,000. The first segment can be done without the second segment. As you may recall, the Central City Master Drainage Study estimated the total cost for needed improvements at $3.4 million. The City share of this is estimated at $1.9 million. The adopted 1987/88 budget includes $126,000 for drainage improvements on High Street between Wal nut and Magnolia. No work has yet been done on this project. In addition, the Council has authorized a use of Los Angeles Avenue Area of Contribution funds to construct the storm drain across Los Angeles Avenue to the northeast corner of Los Angeles and Moorpark Avenues.
