GILLESPIE Chief of Police SUBJECT: ADDITIONAL POLICE RESOURCES FOR THE CITY DURING THE STATE ROUTE 101 WIDENING Currently, the State Route 101 widening project in Los Angeles County is set to begin construction and detours in 30-60 days. If the traffic patterns and counts in the City of Moorpark are adversely impacted by this two year project sufficiently to warrant additional police officers in the City, the following recommendations should be considered: Analysis 1. Take bi-weekly vehicle counts at critical locations in the City. 2. Monitor the traffic accidents that occur during the construction period for cause and effect analysis. Staffing: Additional police staffing should be provided if the City experiences significant additional vehicle traffic through the City due to the construction. Significant could be grid -lock conditions at any of our intersections, major increase in traffic accidents, or a major increase in the traffic counts in the City. Exact quanitative amounts cannot be determined at this time. However, if the existing city police units cannot handle the new condition, it would be necessary to add another police unit at that time. 799 Moorpark AVWW Moorpark, California 93021 (805) 529-68U 2. Initial funding for additional staffing may be funded from the existing police budget overtime account. This would be conditioned on the basis of when the additional staffing would be needed and the balance in the overtime account at the time. The overtime account could provide some part time staffing to add to the OTS traffic officer's coverage. Typical staffing example could be: OTS officer duty hours: 6:45am - 3:15pm Mon -Fri 4 hour overtime officer: 3:15pm - 7:30pm Mon -Fri (The hours of deployment would be based on traffic volumes and accident histories) The traffic congestion and accidents would be monitored to determine if staffing was sufficient. If additional officers are needed on a full-time basis, an adjustment to the police services budget would be requested for the 87/88 fiscal year budget. FISCAL YEAR 1988/89 Currently, there is a request for an additional general patrol car 56 hours per week for the new fiscal year. It was planned to deploy this one 8 hour per day car during the daytime hours in the Peach Hill area. This would be the beginning of our third basic police beat in the City. However, if the traffic problem in City is such due to the 101 project that a full-time traffic unit is needed to assist the OTS grant traffic unit, an additional 40 hour patrol car should be added to the police request for fy 88/89. Typical staffing example could be: OTS officer duty hours: 6:45am - 3:15pm Mon -Fri Traffic Officer 11:OOam - 7:OOpm Mon -Fri (The hours of deployment would remain somewhat flexible to respond to the traffic patterns) CONCLUSION This report was prepared in anticipation of adverse impacts upon the general traffic safety in the City due to the 101 widening project. The initial response can be an additional 1/2 time (4 hour) traffic patrol unit for the remainder of this fiscal year paid from the existing police budget, if funds are available. Or, the funding of the 1/2 time traffic officer from additional funds from the general fund for the remainder of the fiscal year. At the beginning of fy 88/89, the impacts on the 101 widening project will determine if an additional traffic officer will be required to deal with the problem. The new position will be requested based on that need. All outside sources for funding support will be evaluated along with all other viable options which may be available to the City of Moorpark.
