GENOV5SE City Treasurer SUBJECT: Stop Signs at Various Locations BAciGROUND INFORMATION As development continues within Tract 2865 (Pardee), it is recommended that additional &too sians be installed for positive right-of-way assignment. Upon adoption of the attached resolution, tha developer will be required to install stop signs at the intersections shown on Exhi:bi t "A" and listed below: 799 Moorpark Avenue 1. One-way stop on Blairwood Driva at Christian Barrett Drive. 2. One-way stop on Vinewood at Christian Barrett Drive. 3. one-way stop on Trailcrest Drive at Christian Barrett Drive. 4. one-way stop on Candlewood court at Christian Barrett Drive. 5. One-way stop on Cedarpine Lane at its tee intersection with Christian Barrett Drive. 6. one-way stop on Ashbrook Lana at Christian Barrett Drive. MOOfpBfk, California 93021 (805) 529-6864 Page -2- Due to sight distance restrictions and lack of positive right-of-way assignment, it is also recommended that aone-way stop be installed on Los Angeles Place at AvenidaColonia. Although this is a four-legged inter&8ction, itapparently operates as a tee intersection, with the northleg unused. If approved, this sign would be installed byCity forces. Due to perceived speed problems, local residents haverequested that the existing two-way stops be converted to:four-way stops at the intersections of Cedarpine Lane -Christian Barrett Drive (Exhibit "C 11 ) and Millard Street -Second Street (Exhibit "D") . Al though traffic counts havenot been conducted at these intersections, it is unlikelythat volume warrants would be satisfied for the installationof four-way stop signs. According to City records, therehave been no :reported accidents at either intersection. Because Sit op signs have been shown to be ineffective inreducing mid-block speed, we cannot recommend theinstallation of these four-way stop signs. As in the past, however, the council may choose to approve the signs basedon considerations other than the technical facts. If Resolution 87-__ is approved, the local developer wouldinstall the signs on Christian Barrett Drive and the Citywould install the signs on Millard Street. RESOLUTION NO. 87-A RESOLUT!ON OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZ.ING THE PLACEMENT AND MAINTENANCE OF"STOP" SIGNS AT VARIOUS LOCATIONS WITHIN THE CITY. WHEREAS, Section 21351 of the California Vehicle Code authorizes the city to place and maintain, or cause to be placed and maintained, such appropriate signs, signals o:r other traffic control devices as may be necessary properly to indicate and carry out the provisions of the Vehicle Code or local traffic ordinances, or to warn or guide traffic; a� WHEREAS, an engineering analysis has been conducted concerning the establishment of "STOP" signs at various locations within the City, as shown on the maps attached hereto and designated as Exhibit "A" and Exhibit 11 B 11 ; NOW, THEREFORE, MOORPARK, CALIFORNIA, ORDER AS FOLLOWS: THE CITY COUNCIL OF ,THE CITY OF DOES HEREBY RESOLVE, DETERMINE ANO SECTION 1."STOP" signs shall be placed and maintained at the following locations in the City: LOCATION 1. Intersection of Christian Barrett Drive and Blairwood Drive - Installation of a one-way "STOP 11 sign on the south leg, requiring traffic on Blairwood Drive to stop before proceeding through the intersection. Interse ction of Christian Barrett Drive and Vinewood -Installation of a one-way "STOP" sign on the south approach, requiring the tra!fic on Vinewood to stop bQfore proce�ding through the intersection. Intersection of Christian Sarrett Drive and Trailcrest Drive -Installation of a one-way ttsTOP" sign on the south approach, requiring traffic on Trailcrest Drive to stop be!ore proceeding through the intersection. SECTION 2. That the City Manager is hereby directed to provide for the installation and maintenance of the appropriate signs and markings for the locations herein above identified.
