C. Consider vesting Tract Nos. 4340, 4341, and 4342; Planned
Development Permit Nos. 1070, 1071 and 1072; and Zone Change
Nos. 2815, 2816 and 2817, West Village (Urban West
Communities). The applicant is requesting approval to
subdivide the subject property into 499 single family lots and
five recreation lots as follows: Tract 4340, 166 lots; Tract
4341, 154 lots; and Tract 4342, 179 lots. The project is
located adjacent, north and south of Tierra Rejada Road between
Walnut Creek Road and the north terminus of Tierra Rejada Road
at the Arroyo Simi . Planning Commission Recommendation: Deny
the entitlement requests without prejudice. Staff

D. Appeal of a Development Plan Permit No. 390 and Conditional Use
Permit No. 4507 (Sig Friedman) regarding the construction of a
9,847 square foot industrial building including an automotive
repair and incidental retail sales of automotive parts.
Located on the northwest corner of Los Angeles Avenue and
Goldman Avenue. Staff Recommendation: Take action as deemed
appropriate.
E. Appeal of a Planned Development Permit No. 1066 (Leonard
Liston) regarding the construction of a 9,000 square foot
automotive service center and a four stall coin operated car
wash. Located on the west side of Park Lane Avenue
approximately 180 feet south of Los Angeles Avenue. Staff
Recommendation: Take action as deemed appropriate.
F. Planned Development Permit No. 1065 (Colin Velazquez)
requesting approval of a 27,466 square foot automotive center
(10,102 square feet of service bays and 9,356 square feet of
retail space) located on the south side of Los Angeles Avenue
(250 feet west of Park Lane Avenue). Staff Recommendation:
Take action as deemed appropriate.

11. DISCUSSION/ACTION ITEMS:
* A. Consider the grading within Tract 3963-2 (Griffin) to construct
Collins Drive. Staff Recommendation: Approve the grading plan

* B. Presentation concerning the Simi Valley Landfill Conditional
Use Permit by the County of Ventura. Staff Recommendation:
Provide comments deemed appropriate.
* C. Consider the establishment of priorities for City projects and
responsibilities. Staff Recommendation: Give staff direction
as deemed appropriate. (Continued from previous meetings. )
D. Report concerning homeowner complaint on Williams Ranch Road.
Staff Recommendation: Direct staff as deemed appropriate.
E. Consideration of the type of trees to be planted in the patio
area of the Community Center. Staff Recommendation: Direct
staff as deemed appropriate. (Continued from October 30, 1987,

F. Consideration of a landscaping plan for the southwest corner of
Spring Road and Peach Hill Road (Marlborough). Staff
Recommendation: Direct staff as deemed appropriate.
G. Consider the exoneration of the Model Home Conversion Bond for
Tract 2865-4 (Pacifica). Staff Recommendation: Direct staff
as deemed appropriate.
12_ ORDINANCES:
A. Ordinance No. 91. A proposed ordinance amending Measure F, an
ordinance establishing a residential development management
system of the City of Moorpark, relative to the annual
residential development allotment for calendar year 1986.
Staff Recommendation: Approve the ordinance for second reading
and adoption. (Continued from several meetings. )
B. Ordinance No. . A proposed ordinance amending Chapter
2.06 of Title 1 of the Moorpark Municipal Code, relating to the
resignation of Commissioners. Staff Recommendation: Approve
the ordinance for first reading and introduction. (Continued
from several meetings. )
