In September of 1986 the City received five (5) City proposals for the
conceptual design of the subject community park. In subsequent action, the
City received modified proposals from the two (2) firms that had previously
submitted the lowest bids: Presburger and Associates (now the L. A. Group,
Inc.) and B.S.I. Consultants, Inc. $50,000 is budgeted for the community
park activities.
The City Council's Facilities Committee (Councilmembers Galloway and Lane)
met with both firms to review and clarify the revised proposals and their
respective qualifications and ideas on how to approach the project. One
item that had been proposed for deletion was the preliminary lighting and
noise impact analysis (A.4.). The Facilities Committee recommends this be
retained in the scope of work. The revised proposals include this item.
The cost for the revised scope of work for each firm is as follows:
L. A. Group $27,450
B.S.I. Consultants, Inc. $26,208
The revised scope of work primarily consists of deletion of the aerial
mapping which resulted in substantial cost savings.
The Committee recommends the retention of B.S.I. for the conceptual design
work. It is felt that they have greater experience working with public
agencies and the public on this type of project. In addition, their cost
for the revised scope of work is less than the other firm. The design
process and accompanying review is expected to take about 18 weeks.

STAFF RECOMMENDATION:
l. Award the contract to B.S.I. Consultants, Inc.. for conceptual
design of the 69-acre community park pursuant to the attached
Request for Proposal as modified including pertinent portions of
A.S.I. Consultants, Inc. original proposal dated September 19, 1986
and including their September 2' 1987 letter, and authorize the
Mayor to execute the City/s standard agreement with the scope of
work as described and compensation in the amount of $26,208.
2. Authorize the City Manager to approve amendments to the compensation
in an amount not to exceed an additional $792.00 (3% contingency)
for a total not to exceed $27.000 for possible unforeseen items
such as additional meetings or printing costs not included within
the scope of work.

SUBJECT: 69 ACRE COMMUNITY PARR SITE - DEVELOPMENT OF CONCEPTUALS
AND REQUEST OF APPROPRIATION OF ADDITIONAL FUNDS FOR
DESIGN PHASE

As City Council may be aware there is $10,000 for Professional
Services in the Fiscal Year 86/87 budget appropriated for the
design phase of the proposed 69 acre Community Park site. At
their May 21, 1986 meeting, the Commissioners accepted the
Request for Proposal, added their suggestions and authorized
staff to proceed in obtaining proposals from various consultants.
Attached for City Council review is the approved RFP as it was
distributed.
Please note that the proposal for the conceptual design provides
for three meetings with the Parks & Recreation Commission and
one with City Council, assuring community participation in
the conceptual design process.
Based upon staff distribution of nine RFP's,we received five
proposals. All proposals covered the identified Scope of Work,
therefore, staff has ranked them on the basis of their proposed
cost.

4. Anthony and Langford 95,000
5. Land Images 193,000
Staff has confirmed with Presburger & Associates, the low bidder
on March 10, 1987, and their price is still $35,000.

After considerable public input in favor of the development of
the 69 acre site and several hours of review and discussion by
the Parks & Recreation Commission, the following action was
recommended:
On March 2, 1987, the Commission's action was to accept
the staff recommendation that the 69 acre site in PC-3
remain designated as a Community Park and the Commission
requested that City Council appropriate an additional
$25,000 from the Park Improvement Fund in order to proceed
with the preparation of conceptual plans for the p ark's
ultimate development.which was to be done in phases and
that the phasing and the facilities and amenities be
brought back to the Commission prior to consideration
of the proposals for design.
Council should be aware that the Commissioner's, at
their March 9, 1987 meeting reviewed the attached Request
for Proposal. After considerable discussion they took the
following actions:
1. The park is to include 4 baseball fields, 6 soccer
fields, 4 multi -purpose fields to accommodate
football and field hockey. Commission vote was 4-1.
2. That Phase I to include, but not limited to, all
proposed field usage. Commission vote was 3-2.
3. The sports fields should run from the west to
the east along the northern edge of the park, with
clustering as needed; also, if needed we could
possibly use a portion of the Edison Right of Way
for those fields. Commission vote was 3-2.
A concern discussed by the Commissioners was that the Community
Park;.l) provide maximum athletic field facilities and; 2) that
it provide amenities/or activities for the entire community and
not just specific interest groups.
Staff will, upon City Council approval of the additional funds,
interview Pressburger & Associates and return to the Parks &
Recreation Commission in April requesting the award of contract.
The proposal/contract will reflect all of the Parks &Recreation
Commissions concerns relative to phasing and modification of
amenities along with any other concerns.

RECOMMENDED ACTION:
Based upon the above information staff would request that:
City Council accept the recommendation that the 69 acre
site in PC-3 remain designated as a Community Park and
approve the request for an additional $25,000 from the
Park Improvement Fund in order to proceed with the

development of the park, which is to be done in phases
and that the phasing, facilities and amenities be
reviewed by the Parks & Recreation Commission prior_ to

REQUEST FOR PROPOSAL
COMMUNITY PARK
I. Introduction
The Community Park is located in central south portion of
Moorpark. The 69 acre park site is amist a newly developed
residential area bound by the Arroyo Simi and So. Calif. Edison
power line row to the north, a future high school site to the
west and, residential development to the east and south.
The City proposes the said park site as the future site to
accommodate the community's youth sports organizations as well
as the City's recreation program activities. Development of the
Community Park will provide for much needed facilities in a
City that is currently experiencing growth in it's population.
This park will offer the residents of Moorpark greater recre-
ational opportunities for active or passive participation.
The Community Park is to be developed as the City's major
Community Park. The development of the said park will be
extensive and therefore will not be fully developed in a
single phase. The project is to result in alternatives and
recommendations for (1) phasing of amenities and improvements
(2) design themes and standards and (3) implementation procedures
including possible financing mechanisms.
II. Scope of Work
The project is to be divided into two parts: Part A - selecting
desired improvements & preliminary study, Part B - design and
phasing alternatives.
A. Preliminary Study
1. Perform field investigations as required to recommend
proposed methods of conducting work.
2. Conduct two public meetings to receive public input on
the proposed design. Public meetings will be done at
the Parks and Recreation Commission meetings. Conduct
two City review meetings; one to be completed with the
Parks and Recreation Commission and the second to be
completed with the City Council.
3. Provide preliminary development cost estimates, narrative
and a schematic design proposal as needed during development
of conceptual plan.
4. Conduct preliminary lighting and noise impact analysis for
siting of such facilities.

aerial mapping and any necessary field
survey to locate and depict the extent of Southern
California Edison R-O-W, Flood Control property, and
any other rights of way (easements) contained within
the parkland area. Mapping and survey are to additionally
identify the location of utility poles, trees, wells, roads,
slopes in excess of 5% and that portion of the park within
the 100 year and 50 year flood plain.
7. Explanation of use of the adjacent Southern California
Edison property for park purposes.

B. Phasing & Financing Alternatives
1. Discussion of development phasing alternatives, and the
financing alternatives associated with each phasing alternative.
2. Discussion of the costs for each phasing alternative.
3. Manpower analysis on the operational and maintenance costs.
4. Utility and water analysis for operation and maintenance of
the park site.
5. Assist in the completion of appropriate environmental
documents for the adoption of the conceptual plan
(prepared by City staff).
Probable Facilities to be included in the conceptual design are:
1. Four (4) baseball fields.
a) all fields to include lighting, dugouts and bleachers.
b) two (2) snack bar/restroom/utility storage facilities,
to be located adjacent to baseball areas.
2. Three (3) multipurpose playfields (for soccer or football
play).
a) two (2) fields should include lighting
b) one of the two lighted fields should include bleachers.
3. Various picnic facilities to include shelters, tables and
barbeques.
4. One major tot lot with equipment and benches, and two smaller
fenced tot lot areas.
5. Security lighting and drinking fountains.
6. Jogging/running trail to accomodate a 5K run.

7. Multipurpose building to include offices, restrooms,
utility storage, and multipurpose room.
8. Gymnaisum.
9. Olympic -size pool.
10. Six (6) tennis courts.
11. Four (4) Multi -use basketball/volleyball courts.
12. Possible lake or pond area.
13. Possible artifical surface playfield area.
14. Paved surface for walkway at top of slope area
in southern portion of the park.
All facilities to be coordinated for supplemental and
complimentary facilities at the proposed adjacent High School
facility.
III. Proposal Format
Your proposal shall include the following:
1. The firm(s approach to the design of this facility with special
attention to creativity, low maintenance, sensitivity. to the
historic and natural beauty aspects of the park,-saftey,
assthetics and adequate public participation in the design
process.
2. The scope of work with estimated time schedule by work element.
3. Resume's of the project manager and all other individuals to be
involved in the project and a bar chart indicating the degree to
which each will be directly involved in any or all aspects of the
project.
4. Professional fees and services rendered designated not to
exceed on lump sum A and not to exceed on lump sum B. Fees
are to include the four (4) meetings as described and
include the costs for any additional meetings.
5. A reference section which describes the consultant's
resources to perform the work, including, but not limited to:
Consultant's prior experience on similar projects, experience
with the public participation as part of the design process,
ability to produce projects within budget and five references.
6. List of facilities designed during last five (5) years.
7. List firm(s) to perform lighting and noise analysis.

8. Affirmative action plan assurances of compliance with State
and Federal equal employment opportunity requirements.
9. A time line for completion of each part of the project as
designated.
IV. Selection Criteria
The following criteria, in addition to cost estimate consideration
shall be used in determining the firm that will prepare the preliminary
studies and final working drawing for this project.
A. Ability of the consultants to perform the specific tasks
outlined in the RFP.
B. Qualifications of the specific individuals who will work on
the project.
C. Amount and quality of the time key personnel will be involved
in their respective portions of the project.
D. Reasonableness of the fee requested to do the work.
E. Demonstrated record of success by the consultant on similar
work.
V. Contract Conditions
The selected consultant will enter into a contract with the City
of Moorpark which shall include the following condition:
The firm selected for the project will be required to sign
the appropriate City contract outlining and detailing the
project services and requirements.
VI. Submittal of Proposal
Ten (10) copies of the Proposal shall be accepted by the City
Manager, City of Moorpark, 799 Moorpark Avenue, Moorpark,
California, 93021, by 5 p.m. on Friday August 1, 1986.

Dear Jerry:
Based on our recent meeting regarding the proposed Community
Park, we have revised our fee to $24,950.00.X The immediate
emphasis and priority of the project should be on translat-
ing the desires of the community and the Parks and Recrea-
tion Commission into a working Master Plan, with a
reasonable budget and sensible, viable phasing. The en-
vironmental impacts of the Master Plan can be analyzed sub-
sequent to its acceptance by the community.
The following is a detailed description of each task, num-
bered to coincide with the items outlined in the RFP's Scope
of Work. We have indicated the tasks we could simplify by
either reducing or eliminating the use of outside
consultants.
A. PRELIMINARY STUDY
A-1.0 Field Investigation. Perform visual on -site
verification of existing conditions including
roads, structures, utility poles, drainage
and vegetation. Conduct site analysis to
identify flood plain (25 and 100 year levels)
slopes, wind direction and view corridors.

Delete at this time. If an environmental
impact report is required based on the
approved Master Plan, it would be per-
formed as a new task and is not included in
the fee proposal.
The design sequence and time schedule will remain the same
as stated in our original proposal. We have eliminated the
use of two consultants - Envicom and Natelson-Levander-
Whitney and feel their involvement would be more appropriate
after the completion of the Master Plan. We have found
adequate aerial topography in the Ventura County Engineering
Department and have eliminated that task.
Again, we look forward to the opportunity to assist the City
of Moorpark in the preparation of the Master Plan for its
community park. We trust that this letter clarifies our
proposal. I will call you within a week to provide you with
any additional information you may need.

SUBJECT: Revisions to Proposal Dated September 19, 1986
Dear Mr.-Kueny:
Thank you again for the opportunity to further discuss BSI's
capabilities as they relate to this important project for
your City. Mr. David Volz and I are excited about the
possibilities which the site offers. As we discussed in
the interview, there are some clarifications to our
proposal that we would like to make.
In consideration of the inflation rate for the year that
has passed since our original submission, and the present
anticipated award date (September 1987), we request that
our fee be adjusted by four perCent (4%). Thiss would result
in a fee amount of $33,280 for Park A and $ ,� or, --art B

Further, in an effort to eliminate the need for aerial
topography from our Scope of Services, we have reviewed
documents the County has on file. The maps (1"=200' and
2' contour intervals) are less detailed than our proposed
survey (1"=100' and 1' contour intervals) but they should
provide adequate information for the master plan effort.
Construction document development will probably require
additional survey efforts for those areas where development
will occur. Utilizing the Couv data and adapting it to
our needs will reduce our work effort by $11,440-

PROJECT APPROACH
The site for this park has great possibilities. It also
has some interesting constraints. BSI has taken a
careful look at the raw site and evaluated many of the
features it has to offer, and we are very excited by
the prospect of aiding the citizens of your community in
the development of a master plan which will fully realize
the potentials of this parkland. From the SCE easement
which offers possibilities for access to the park's core
from the east, to the westerly access and future school
interface, this site has a lot to offer. The topography
and existing vegetation offer variety and special separation
which will add character and interest to the site.
The professionals at BSI have extensive experience in,
and a strong commitment to,park design development which
accommodates input from citizens throughout the process.
Our creative and resourceful design team will work closely
with the City staff to develop a plan which is functional,
buildable, and sensitive to the desires of the public.
The flow chart which follows illustrates the process which
we propose to utilize in the development of the master plan.
BSI has successfully followed this program for many municipal
facilities with very favorable results. We allow ample
time for study and review sessions with City staff prior to
going into any public forum. While being sensitive to the

and operations point of view.
As illustrated by the design team project involvement chart,
BSI has the resources necessary to perform all the critical
functions required to develop a solid master plan for this
unique site without the need to rely on subconsultants for
critical input and data. Richard Fisher, the Vice President
in charge of this project, is a very experienced facilitator
in the public input process. His techniques and charisma
encourage input and ideas from all those present at the
workshops. Also, his extensive experience in park development
will be an invaluable asset in the development of the master
plan for a facility of this magnitude.
The Project Manager, David volz, has an extensive background
in park development projects. He has managed the master
planning of more than 20 million dollars of recreational
facilities. His organized, creative, and open-minded
approach will aid in keeping the project on track and the
ideas flowing.
These professionals will be backed by a creative team of
landscape architects and designers. In all, BSI has
14 degreed professionals, 4 registered landscape architects,
and an extensive amount of experience in design construction,
maintenance, and management of park facilities.
The project coordinator and manager of the engineering
efforts for this project will be Joseph Lopez. As the
project civil engineer, he will be responsible for the
technical feasibility of the various concepts developed.
Supported by a -strong Real Properties Division, he will
oversee negotiations with SCE for a park easement or,
if necessary, a lease agreement for their right of way.
Also, the surveying, traffic and circulation, and all
other aspects with regards to engineering, will be his
responsibility.
BSI's reputation has been built on our ability to provide
creative solutions, quick and well thought out responses,
and qualified professionals in a wide range of technical
fields. Questions which may arise about the use of SCE
rights of way, emergency vehicle access, on -site vehicular
circulation, the handling of on -site and off -site storm
drainage, or topographic control can all be easily answered
without the need to consult with another firm. Moorpark will
find this ability invaluable in fully evaluating the
opportunities that this park site offers.
SCOPE OF SERVICES

BSI CONSULTANTS -;--INCH, will provide the City with
professional servi�ces,�for the development of a master
plan for the 76 acre''park site. Services to the City of
Moorpark will—init- ude schematic plans, final design
documentation of the final design including a report
detailing construction cost, phasing plans, and maintenance
cost projections.
The project design team will be available for regular
review meetings with the City staff and will submit
written bi-weekly project status reports to the City's
Project Manager.
Part A - Preliminary Study
1. Conduct aerial mapping and necessary field survey of the
site and adjacent rights of way. The final product will
be a 100 scale map of the project site.
2. Perform site analysis and inventory of site features.
3. Conduct two public meetings to receive public input
on the proposed design.
4Conduct two City review meetings, Parks and Recreation
Commission and City Council.
5. Provide preliminary development cost estimates, narrative
and schematic design proposal as needed during development
of conceptual plan.,
6. Conduct. preliminary lighting and noise impact analysis
for siting -of - fac-i-lities .
7. Analysis of parking needs including locating roads and
accesses.
8. Provide City with a final master plan for this park site.
IPart B - Phasing and Financing Alternatives
1. Through a computerized analysis of the development cost,
develop alternative phasing scenarios for the final
master plan.

management. He also serves as consulting City Landscape Architect to
the Cities of Yorba Linda, Villa Park, Stanton, Poway, and Oceanside.
Since his association with the firm, Mr. Fisher has served as Project
Manager to clients throughout Southern California, providing consulting
services for community and neighborhood parks, recreation centers,
wilderness parks, bike trails, amphitheaters, public utility site
improvements, slope erosion control/stabilization, parking structure
site improvements, nursery improvements, streetscape development, and
therapeutic recreation parks, involving capital improvement development
funding in excess of $20 million.
Prior to joining BSI, Mr. Fisher spent seven years serving the City of
Anaheim as Park Development Coordinator, where he supervised the design
and development of the City's parks and managed 33 capital improvement
projects with a $1.7 million budget allocation for fiscal year 1978-79.
Before joining the City of Anaheim in 1972, Mr. Fisher was with a pri-
vate landscape architectural firm where he participated in a variety of
design projects, including four county regional parks and a large number
of custom residential designs.

Mr. Volz joined BSI CONSULTANTS, INC. in February 1982 to provide addi-
tional depth to the firm's Landscape Architectural design and develop-
ment team. His professional experience includes master planning, design
and development of numerous municipal projects, downtown revitalization,
new park development, park rehabilitation, slope stabilization, and
median island construction. Mr. Volz has site planning experience in
the areas of camp design, major facilities for the handicapped, golf
course planning, and nursery layout. He also provides professional ex-
pertise in computer applications, plan checking, construction manage-
ment, and landscape maintenance management.
Mr. Volz has managed the master planning of many parks and recreational
facilities. He has experience in the development process from inception
through program planning, public input sessions, commission and council
workshops, master plan development, construction document preparation,
contract administration, and on -site inspection. In 1984, one of the
parks which Mr. Volz designed and developed was awarded the Special
Award of Excellence for the outstanding park project in California by
the California Park and Recreation Society.
Mr. Volz has been involved in the design and development of urban revit-
alization projects. Projects of particular note include the redevelop-
ment of El Camino Real in the City of Tustin and downtown redevelopment
of Carlsbad's Village Commercial District. Both of these projects
exceeded the expectations of the client and received recognition in
their respective local and regional newspapers and publications.

FEE
BSI CONSULTANTS, INC., proposes to provide professional
services as detailed in the scope of work section of
this proposal. The fee for this work is the lump sum
amount of $32,000 for Part A and $4,200 for Part B.
The City will be billed on a monthly basis for the work

completed during that month. Any work required beyond

the proposed scope will be billed on a time and materials
basis in accordance with our established Hourly Rates.
