The Moorpark City Council has scheduled the matter of the proposed sale of 5.4 acres of land to Varsity Park Estates (formerly known as U.S. Condominium Corporation) for discussion at the October 21, 1987 City Council meeting to be held at 7:00 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue.
The 5.4 acre site was received from another developer by the County of Ventura prior to Moorpark's incorporation as a City. The site was given as a park site. It is located westerly of the Happy Camp Drain Flood Channel, and is presently in steep terrain (20% or greater slope). A map of the site appears on the reverse side of this notice. If this site is sold, the City would use the proceeds for other park projects in the community.
The 5.4 acre site is included within the boundaries of Tentative Tract Map No. 3049 owned by Varsity Park Estates. This tract is located generally west of Loyola Drive and Westwood Street, and the existing homes in that area. Tract 3049 consists of 93 lots for single family detached homes and was approved by the City in October 1986. The proposed sale would not change the previously approved Tract 3049. The subject to be discussed will only be the proposed sale of the land and not Tract 3049.
The developer of Tract 3049 thought the City was aware of the 5.4 acre site and was transferring it to them since the County had previously agreed to this action on a prior project for this same property. The City was not aware of the 5.4 acre site and as a result, when Tract 3049 was considered by the City, the issue of the 5.4 acre site was not discussed. The County of Ventura had not yet transferred ownership of the 5.4 acre site to the City which contributed to the misunderstanding.

Dear Steven Kueny, City Manager
and City Councilmembers
I would like to go on the record for being against the
5.4 acre of land now under ownersh!bp of the "new U.S. Condo
Varsity Park £states" Organization. I disagree with every
thing this developer has done to Moorpark.
First of all, this cheaper condo vs to��house vs house look,
that is being built by this company, reduces the natural element
of our environment. It as well, reduces the hillsides and
wildbfe potential we could be enjoying.
Secondly, this developer hasn't been concerned with the
citzens they effect. Not only have they risked the safety
factor in our neighborhood by trying to increase surface street
traffic, but also added more congestion on the 118. Ask them
how much money assistance they gave to installing the si gnal.at
Princeton?·
Thirdly, when I deal with this Developer, I never feel like
I'm getting the whole story or I feel like we'll'.'e playing with
a marked deck. What about the park, the horse path/ walking space
along the flood channel, and how this new space will connect
with the former project ..... ? What will be the plan in the
unfinished section of this diagram ( there at the point where
E.Purdue St. and N. 1!ulane Ave meet)? Whenever one's deals
with This Organization, there's ah•..'ays misunderstandings.
I am looking forward to attending the Oct. 21�st meeting.
