GILLESPIE Chief of Police THOMAS P GENOVESE City Treasurer Developmen Angeles Trailer Park PD 1064 (TOPA) Development At the Council's meeting of October 7, 1987, a Public Hearing was held to consider the proposed impact report regarding conversion of the Angeles Trailer Park to a commercial use. At that time the Council requested the applicant to consider a six (6) month extension on the matter and return to the Council with a written request. DISCUSSION: The applicant, TOPA Management Company, has submitted a request for a 90-day continuance towards their entitlement request (see attached letter). TOPA Management desires to appear before the Council for consideration of two matters. First, to have the Council make a finding that the Impact Report submitted satisfies the State law requirements. Second, to seek Council's concurrence on the extension request and have the Council set November 18th or December 2nd as hearing dates to review the project. The applicant has requested two entitlements, a Zone Change, and a Planned Development Permit. The Zone Change, as an administrative act, has no time limits relating to when a decision must be made by the City. The Planned Development Permit request is regulated by the Permit Streamlining Act and a decision must be made by the City within six (6) months from the date the application is deemed complete. The time expires on the PD October 28, 1987. However, a PD without a Zone Change approval is without merit. RECOMMENDATION: 1. Review the request of TOPA Management for an extension. 2. Direct staff as deemed appropriate. Settlements have been made with all sixteen of these people. Agreements have been made with four additional people and alternate housing situations are being looked for. The status of the remaining eight people are as follows: -Two are seniors waiting to get in Tafoya Terrace in Moorpark. -Five people have not found housing yet and we have not reached agreement on a financial settlement. -One person refuses to discuss relocation or a settlement with us.
