OF THE CITY OF MOORPARK AND MOORPARK PLANNING COMMISSION
Moorpark, California February 21, 2024
A Joint Special and Regular Meeting of the City Council of the City of Moorpark and the
Successor Agency and Moorpark Planning Commission was held on Wednesday,
February 21, 2024, at 6:30 p.m. in the Council Chambers of said City located at 799
Moorpark Avenue, Moorpark, California. All items listed are heard and acted upon by the
City Council unless otherwise noted.
1. CALL TO ORDER:
Mayor Enegren called the meeting to order at 6:30 p.m.
2. PLEDGE OF ALLEGIANCE:
Chair Landis led the Pledge of Allegiance.

4. PROCLAMATIONS AND COMMENDATIONS:
A. Introduction of Employee Charlie Cannon, Maintenance Worker I in the
Parks, Recreation & Community Services Department.
Mayor Enegren noted Charlie Cannon was unable to attend and will be
introduced at a future meeting.

7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND
MAYOR:
Councilmember Delgado reported on February 16 she attended the Moorpark
Chamber of Commerce breakfast meeting.
Councilmember Groff reported on February 15 he attended the Economic
Development Collaborative (EDC) Board meeting.
Councilmember Groff reported on February 15 he attended the Ventura County
Taxpayers Association (VCTA) Board meeting.
Councilmember Castro reported on February 9 he attended the dedication
ceremony for the public art installation at the Metrolink train station.
Councilmember Castro reported on February 14 he attended a Ventura County
Leadership Academy (VCLA) luncheon where Sheriff Fryhoff gave an update.
Councilmember Means reported on February 9 he attended the public art
installation at the Metrolink train station.
Mayor Enegren reported on February 9 he attended the dedication ceremony for
the public art installation at the Metrolink train station.
Mayor Enegren reported he was involved in an Eagle Scout project that involved
delegation of tasks to complete community-benefit project. On February 10 the
project took place at the Community Center park where a group of about 20 people
painted the fence and added mulch, plants, and a tree.
Mayor Enegren reported on February 10 he attended the Moorpark Library's reptile
display.
Mayor Enegren reported on February 13 he attended the High Sweet Creamery
ground breaking ceremony along with Councilmember Groff.
Mayor Enegren announced Moorpark High School invites all members of the
Moorpark community to attend a free Mental Health and Wellness Fair this Friday,
February 23, on the Moorpark High School quad. Attendees can learn about
mental health and wellness resources in the community that benefit students and
their families. You do not need to have a Moorpark High student in your household

to attend. Presentations start at 1 :00 p.m. for high school students and staff, and
at 3:30 p.m. for the community at large.
Mayor Enegren announced the City of Moorpark invites residents to attend a
Mental Health Resources Webinar on Thursday, March 7, 2024, from 6:00 to
7:00 p.m. Ventura County Behavioral Health will share information about mental
health resources available in Ventura County and the community. Spanish
language interpretation is available. To register, go to the City's website.
8. PUBLIC HEARINGS:
None.
9. PRESENTATION/ACTION/DISCUSSION:
A. Consider Ventura County Civic Alliance 2023 State of the Region Report.
Staff Recommendation: Receive presentation.
Mr. David Maron representing the Ventura County Civic Alliance gave a
PowerPoint presentation on the 2023 State of the Region.
There were no speakers.
CONSENSUS: It was the consensus of the City Council to receive and file the
presentation.
B. Consider Presentation on New Housing Laws. Staff Recommendation:
Receive presentation.
Ms. Varat gave a PowerPoint presentation on new housing laws.
There were no speakers.
CONSENSUS: It was the consensus of the City Council to receive and file the
presentation.
AT THIS POINT in the meeting the Special Joint Planning Commission meeting was
adjourned. The time was 8:14 p.m.
AT THIS POINT in the meeting Mayor Enegren called the Regular Moorpark City Council
meeting to order at 8:17 p.m.
C. Consider Resolution Amending the Salary Plan for Non-Competitive
Service and Competitive Service Employees Revising the Effective Date of
the City Manager's Salary, and Rescinding Resolution No. 2023-4188. Staff
Recommendation: Prior to a motion to adopt the revised Salary Plan
Resolution, the Mayor shall make an oral summary report for compliance
with Section 54953(c)(3) of the Government Code as follows: "Staff is
recommending the City Council approve a revised Salary Plan Resolution

to accurately reflect the effective date of City Manager Troy Brown's salary
adjustment as the pay period beginning on February 25, 2023. All Non-
Competitive Service employee positions are consistent with the local
agency executive definition in Section 3511.1(d) of the Government Code:
Adopt Resolution No. 2024-4225, amending the Salary Plan for Non-
Competitive Service and Competitive Service Employees and rescinding
Resolution No. 2023-4188. (ROLL CALL VOTE REQUIRED)
Ms. Tijerino gave the staff report.
There were no speakers.
Prior to a motion to adopt the revised Salary Plan Resolution, Mayor
Enegren made the following oral summary report for compliance with
Section 54953(c)(3) of the Government Code: "Staff is recommending the
City Council approve a revised Salary Plan Resolution to accurately reflect
the effective date of City Manager Troy Brown's salary adjustment as the
pay period beginning on February 25, 2023. All Non-Competitive Service
employee positions are consistent with the local agency executive definition
in Section 3511.1(d) of the Government Code."
MOTION: Councilmember Delgado moved, and Councilmember Castro seconded
a motion to adopt Resolution No. 2024-4225 and rescind Resolution No. 2023-
4188. The motion carried by unanimous roll call vote.
10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED)
MOTION: Mayor Enegren moved, and Councilmember Groff seconded a motion to
approve the Consent Calendar. The motion carried by unanimous roll call vote.

E. Consider Report of Annual Development Agreement Review, Established
in Connection with Residential Planned Development No. 2021-01
(Beltramo Ranch), Located at 11930 Los Angeles Avenue, on the
Application of Nancy Johns on behalf of KB HOME Greater Los Angeles,
Inc. Staff Recommendation: 1) Accept the Community Development
Director's report and recommendation that, on the basis of substantial
evidence, the Developer has complied in good faith with the terms and
conditions of the agreement; and 2) Deem the 2024 annual review process
for this project complete.
F. Consider Report of Annual Development Agreement Review, Established
in Connection with Residential Planned Development No. 2012-02 (Vendra
Gardens), for a 200-Unit Apartment Complex on Approximately 11.66 Acres
at 150 Casey Road, on the Application of Dan Johnson of Danco
Communities (on Behalf of Moorpark Casey Road L.P.). Staff
Recommendation: 1) Accept the Community Development Director's report
and recommendation that, on the basis of substantial evidence, the
Developer has complied in good faith with the terms and conditions of the
agreement; and 2) Deem the 2024 annual review process for this project
complete.
G. Consider Report of Annual Development Agreement Review, Established
in Connection with Residential Planned Development No. 2005-02 (Everett
Street Terraces), on 2.44 Acres of Property, Located at the Intersection of
Everett Street and Walnut Canyon Road, on the Application of John Newton
(on Behalf of John C. Chiu, FLP-N). Staff Recommendation: 1) Accept the
Community Development Director's report and recommendation that, on
the basis of substantial evidence, the Developer has complied in good faith
with the terms and conditions of the agreement; and 2) Deem the 2024
annual review process for this project complete.
H. Consider Notice of Final Acceptance of the Moorpark Station North Parking
Lot Public Art Project (C0052). Staff Recommendation: Approve Notice of
Final Acceptance of Moorpark Station North Parking Lot Public Art Project
and authorize the City Manager to sign the Notice, subject to final language
approval of the City Manager.
11. ORDINANCES:

12. CLOSED SESSION:
Mr. Brown requested the City Council go into closed session for discussion of Item
12.B. only on the agenda. The time was 8:23 p.m.
