All items listed are heard and acted upon by the City Council unless otherwise noted. 1. CALL TO ORDER: Mayor Enegren called the meeting to order at 6:31 p.m. 2. PLEDGE OF ALLEGIANCE: Community Development Director Carlene Saxton led the Pledge of Allegiance. 3. ROLL CALL: Present: Staff Present: Councilmembers Castro, Delgado, Groff, Means, and Mayor Enegren. Troy Brown, City Manager; Kevin Ennis, City Attorney; PJ Gagajena, Assistant City Manager; Brian Chong, Assistant to the City Manager; Jeremy Laurentowski, Parks and Recreation Director; Daniel Kim, City Engineer/Public Works Director; Carlene Saxton, Community Development Director; Hiromi Dever, Interim Finance Director; Roger Pichardo, Program Manager; Chris Thompson, Senior Information Systems Administrator; Captain Darin Hendren, Ventura County Sheriff's Office; and Ky Spangler, City Clerk. 4. PROCLAMATIONS AND COMMENDATIONS: A. Proclamation Declaring March 2024 as Women's History Month. Mayor Enegren presented Carlene Saxton, President of Women Leading Government and the City's Community Development Director, with a Proclamation declaring March 2024 as Women's History Month. A. Mayor Enegren presented Hannah Wirz, a member of the American Red Cross Pacific Coast Board, with a Proclamation declaring March 2024 as American Red Cross Month. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND MAYOR: Councilmember Delgado reported on March 6, along with Councilmembers Groff and Means and Mayor Enegren, she attended the Chamber of Commerce ribbon cutting for Insurance Brokers West. Councilmember Groff reported on March 6 he and his office staff hosted the Moorpark Chamber of Commerce ribbon cutting for his business on High Street, Insurance Brokers West. Councilmember Groff reported on March 7 he attended the Ventura County Taxpayers Association's breakfast meeting at Moorpark College that featured a presentation by the Ventura County Community College District on the current needs and challenges of the County's three colleges and the potential need for a one billion dollar bond for the November 2024 election. Councilmember Castro reported on February 22 he attended a conference at California Lutheran University where speaker Dr. Jamshid Damooei shared his research on the economic impact of undocumented immigrants and noted one key point that undocumented immigrants in California have a higher rate of labor force participation compared to the general population. Councilmember Castro reported on February 29 he attended a conference at California State University Channel Islands focused on generating workforce housing. Councilmember Castro reported on March 5 he gave a guest lecture on leadership to graduate course students at California State University, Northridge. Councilmember Castro reported on March 7 he had a conversation with a staff member from Assemblymember Jacqui Irwin's office to discuss agriculture, farmland, and water access. Councilmember Means reported on February 28 he, along with staff, attended a presentation at California Lutheran University's Center for Economic Research and Forecasting and noted Ventura County is the least affordable County in the state and its slower economic growth is a regional concern for Moorpark. Minutes of the City Council/Successor Agency Moorpark, California Page 3 March 6, 2024 Councilmember Means reported on March 5 he attended the Insurance Brokers West ribbon cutting. Mayor Enegren reported on February 24 he attended Moorpark Little League opening day. Mayor Enegren reported on March 1 he attended a Ventura County Transportation Commission meeting. Mayor Enegren reported on March 4 he participated in Read Across America at Mountain Meadows elementary school. Mayor Enegren reported on March 6 he attended the Moorpark Chamber of Commerce Government Relations Committee meeting. Mayor Enegren reported on March 5 he attended the ribbon cutting for Insurance Brokers West. Mayor Enegren announced the City of Moorpark invites residents to attend a free Mental Health Resources Webinar on Thursday, March 7, 2024, from 6:00 to 7:00 p.m. Ventura County Behavioral Health will share information about mental health resources available in Ventura County and the community. Spanish language interpretation is available. To register, go to www.moorparkca.gov/mentalhealth.gov. Mayor Enegren extended an invitation to Moorpark residents, visitors, students, and business owners, to provide input on a specific types of business they would like to see open in Moorpark and offer thoughts on how the City can support Moorpark's existing business community. The Economic Development Division has released a quick survey seeking the public's input on the City's economic landscape. The survey can be found at www.discovermoorpark.com. Mayor Enegren announced the Economic Development Division will be hosting a free online workshop on Tuesday, March 26, from 6:00 to 8:00 p.m. to hear the community's input. Details on how to register for the workshop will be released soon on www.discovermoorpark.com and the "at" @DiscoverMoorpark Facebook and lnstagram social media platforms. Mayor Enegren announced on Saturday, March 16 at 2:00 p.m. the Old Country Grass Band will be playing at the Moorpark City Library. From foot-tapping jigs to soul-stirring ballads, the Old Country Grass Band promises an afternoon of musical bliss that will captivate audiences of all ages. On March 16 at 7:00 p.m.at the High Street Arts Theater see the Moorpark Friends of the Library's Second Annual Night of International Dance and Culture. Immerse yourself in a celebration of diversity as performers from around the world showcase traditional dances and music. Tickets are $20 for general admission and $15 for seniors and children under 12. Take advantage of this opportunity, to experience the beauty of cultures from across the globe in our backyard. Join us for a day of egg hunts, carnival games and attractions, crafts, and more. For details visit www.moorparkca.gov/egghunt.gov. 8. PUBLIC HEARINGS: None. 9. PRESENTATION/ACTION/DISCUSSION: A. Consider Resolution Authorizing Mid-Year Amendments to Fiscal Year 2023/24 Budget. Staff Recommendation: Adopt Resolution No. 2024-4227 amending the Fiscal Year 2023/24 budget as noted in Exhibits "A", "B", and "C" to the attached resolution. (ROLL CALL VOTE REQUIRED) Ms. Dever gave the staff report and provided a PowerPoint presentation. There were no speakers. Questions and brief discussion among Council and staff focused on the following: 1) confirmation that the Special Projects Fund is the source that will be utilized funding the Library construction; 2) improving estimates for development project fee revenues and variance expectations; and 3) revenue reductions will push out the implementation of capital improvement projects. MOTION: Mayor Enegren moved, and Councilmember Means seconded a motion to adopt Resolution No. 2024-4227, amending the Fiscal Year 2023/24 budget as noted in Exhibits "A", "B", and "C" to the attached resolution. The motion carried by unanimous roll call vote. 10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED) MOTION: Councilmember Groff moved, and Councilmember Delgado seconded a motion to approve the Consent. The motion carried by unanimous roll call vote. A. B. Consider Warrant Register for Fiscal Year 2023/24 -March 6, 2024. Staff Recommendation: Approve the warrant register. Consider Annual Comprehensive Financial Report (ACFR) and Other Audit Reports for Fiscal Year Ended (FYE) June 30, 2023. Staff Recommendation: Accept and file the Annual Comprehensive Financial Report (ACFR) and additional auditor reports for fiscal year ending June 30, 2023. Consider Senate Bill (SB) 1383 Local Assistance Grant Program Fiscal Year (FY) 2022/23 and Adopt Resolution Authorizing City Manager to Submit Grant Application to California Department of Resources Recycling and Recovery (CalRecycle), and Rescinding Resolution No. 2023-4217. Staff Recommendation: 1) Adopt Resolution No. 2024-4228, authorizing the City Manager or their designee to submit an application to CalRecycle, to execute any forms necessary to secure SB 1383 Local Assistance Grant Program funds, and carry out the specified activities required by CalRecycle; and 2) Rescind Resolution No. 2023-4217. (ROLL CALL VOTE REQUIRED) D. Receive the City of Moorpark 2023 General Plan Annual Progress Report Including the Housing Element Progress Report. Staff Recommendation: Receive and file the report. E. Consider Rejection of Claim from Calor Ma Da Nescht. Staff Recommendation: Reject the claim and direct staff to send a standard rejection letter to the claimant. F. Consider Resolution Amending Authorized Access of City Officials to Sales and Use Tax Records and Rescinding Resolution No. 2008-2760. Staff Recommendation: Adopt Resolution No. 2024-4229 and rescinding Resolution No. 2008-2760. (ROLL CALL VOTE REQUIRED) 11. ORDINANCES: None. 12. CLOSED SESSION: Mr. Brown requested the City Council go into closed session for discussion of Items 12.A. and 12.B. on the agenda. The time was 6:58 p.m. A. PUBLIC EMPLOYEE PERFORMANCE EVALUATION Pursuant to Paragraph (1) of Subdivision (b) of Government Code Section 54957 Title: City Manager B.
