Richards, Director of Community Development DATE: July 12, 1989 (CC meeting of 7/1.9/89) SUBJECT: REVISIONS TO THE DEVELOPER FEE RESOLUTION & BILLING SCHEDULE Pursuant to the City Council action of July .5, 1989, staff has revised Resolution 89-549 pertaining to real time cost accounting fees for planning staff and established a schedule of land development preliminary processing fee deposits, (as depicted in Attachment A). Resolution 89-549 was rescinded, and the real time billing rate was changed from $85/hour, to $65/hour. The Attachment "A" to the resolution, "fee schedule", was revised to show an increase in costs of 44% from the old $45/hour rate to the new rate of $65/hour. Additionally, staff took this opportunity to revise the language of the fee schedule in order to make the interpretation of the fees more logical to staff and applicants. For example, Industrial Planned Development is not a new item, (under number 3 of Attachment "All), it was merely changed to represent the terminology now in use by the City, (IPD's were not scheduled as such on the old resolution). Other minor revisions include deletion of the word deposit after some items, and the inclusion of the phrase "non-refundable" after others. This helps to clarify which items are fees, (those with "non-refundable" after them), and which .items are deposits, (no comments after. them). The last revision to consider is the landscape architect deposits. Staff has looked at eight different agencies in order to evaluate these programs and make a recommendation to Council. The City of Simi Valley, and the County of. Ventura collect a $500 deposit, add 20°6 to the cost of the contract service, and provide no cap for the developer's expenses. Other cities use a sliding scale based on the valuation, square footage, number of ..-parcels, or number of units in the project. 799 Moorpark Avenue Moorpark, Califomia 93021 (805) 529-6864 . The Honorable City Council Revisions to the Developer Fee Resolution and Billing Schedule July 12, 1989 Page 2 Deposits ranged from $125 in the City of Dublin, to $1,500 in the City of Antioch. When the Council approved the Wolf Breiman Contract, June 6, 1988, for landscape architecture services, the Council also approved a deposit fee starting at $400, not to exceed $1,000, plus 25% for the City's administration of the contract. Staff has revised the fee schedule to represent the City Council's June 6, 1988 action. Recommendation: 1. That the City Council approve the attached resolution.
