A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ACCEPTING THE
DEDICATION OF A TRAIL EASEMENT AND APPROVING
FINAL TRACT MAP NO. 6068, INCLUDING A
DETERMINATION OF EXEMPTION PURSUANT TO THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT IN
ASSOCIATION THEREWITH, ON THE APPLICATION OF
MARTIN TEITELBAUM ON BEHALF OF PATRIOT
INVESTORS, LP
WHEREAS, on July 20, 2022, the City Council adopted Resolution No. 2022-4118
approving Commercial Planned Development Permit No. 2021-01 and Vesting Tentative
Tract Map No. 2021-02 for Tract No. 6068 associated with the proposed subdivision of
one property located at 858 Patriot Drive into one common area lot and seven commercial
lots and the development of seven office buildings totaling 28,955 square feet; and
WHEREAS, Condition of Approval No. 16 of Resolution No. 2022-4118 states:
Prior to the recordation of the Final Vesting Tentative Map, the public
access trail easement shall be updated to reflect the as-built layout and
dimensions of the trail. Prior to recordation of the updated trail easement,
the draft easement shall be submitted to the Parks, Recreation and
Community Service and Public Works Directors for review and
concurrence prior to recordation. (CDD, PW, and PRCS)
WHEREAS, the City Engineer/Public Works Director and Community
Development Director have reviewed the Conditions of Approval of Resolution No. 2022-
4118, the proposed trail easement, and the proposed Final Tract Map and associated
exhibits to ensure compliance prior to the approval and recordation of the Final Tract Map;
and
WHEREAS, the City Engineer/Public Works Director has determined that the Final
Tract Map is in substantial conformance with the approved Vesting Tentative Map for
Tract No. 6068; and
WHEREAS, the Community Development Director has determined that this project
is exempt from the provisions of the California Environmental Quality Act (CEQA)
pursuant to Section 15268(b) of the CEQA Guidelines.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1 . ENVIRONMENTAL DOCUMENTATION: The City Council, based on
its own independent analysis and judgment, concurs with the Community Development
Director's determination that the project is exempt from the requirements of the CEQA
Resolution No. 2024-4238

pursuant to Section 15268(b) of the CEQA Guidelines. Therefore, no further
environmental analysis is required.
SECTION 2. CITY COUNCIL APPROVAL - THE CITY COUNCIL DOES HEREBY
RESOLVE AS FOLLOWS:
A. ACCEPTANCE AND RECORDATION OF TRAIL EASEMENT: The City
Council accepts dedication of the trail easement as described in Exhibit A
attached hereto and directs the City Clerk to sign and record a Certificate of
Acceptance for the easement with the office of the Ventura County Recorder.
B. APPROVAL OF FINAL MAP: The City Council hereby approves Final Tract
Map No. 6068 as depicted in Exhibit B attached hereto and authorizes the
Mayor and City Clerk to sign Final Tract Map No. 6068.
C. RECORDATION OF FINAL MAP: Following submittal to the Ventura County
Recorder of the trail easement for recordation, the City Council hereby directs
the City Clerk to record Final Tract Map No. 6068 with the office of the Ventura
County Recorder.
SECTION 3. CERTIFICATION OF ADOPTION: The City Clerk shall certify to the
adoption of this resolution and shall cause a certified resolution to be filed in the book of
original resolutions.

FOR VALUABLE CONSIDERATION, receipt of which is acknowledged, Patriot Investors, LP, a California
Limited Partnership ("Grantor") does hereby grant to the CITY OF MOORPARK, a municipal corporation
("City"),
A public trail easement in, over, on, through, within, under and across the real property described in
Exhibits "A" and "B", attached hereto and incorporated herein by reference, together with the rights of
ingress and egress to and from said easement for the purpose of providing public access for trail use.
Subsequent to the grant of this Easement, Grantor shall not grant any easement of any kind whatsoever
to others,in,over,on through,within,under and across the Easement Area without prior written approval
of the City, which approval shall not be withheld unreasonably.
