Moorpark, California November 17, 1993
A Special Meeting of the Redevelopment Agency of the City of
Moorpark was held on November 17, 1993 in the Council Chambers of
said City located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Chairman Lawrason called the meeting to order at 7:20 p.m.
2 . ROLL CALL:
Agency Member Hunter, Montgomery, Perez,
Wozniak and Chairman Lawrason.
Staff: Steven Kueny, Executive Director; Richard
Hare, Agency Treasurer; Cheryl Kane,
Agency Counsel; Lillian Hare, Agency
Secretary
3 . PUBLIC COMMENT:
Rupert O. Alen, 1301 Glenwood Dr. , Oxnard, addressed the
Council regarding timing of redevelopment projects.
4 . CONSENT CALENDAR (Roll Call Vote) :
MOTION: Agency Member Montgomery moved and Agency Member
Perez seconded a motion to approve the Consent Calendar. The
motion carried by unanimous roll call vote.
A. Consider Minutes of the Special Meeting of the Moorpark
Redevelopment Agency of October 20, 1993 .
Consider Minutes of the Regular Meeting of the Moorpark
Redevelopment Agency of November 3 , 1993 .
Staff Recommendation: Approve minutes as processed.
B. Consider Approval of the Warrant Register.
Regular Warrants 172 & 173 $2 , 672 .27
Staff Recommendation: Approve the Warrant Register.
C. Review of Tax Increment Projections for Moorpark
Redevelopment Project Area. Staff Recommendation: Staff
recommends that the Moorpark Redevelopment Agency accept
this report for review and for filing.
AT THIS POINT in the meeting a recess was declared until
approximately 10: 30 p.m. The time was 7 : 28 p.m.

The Agency reconvened jointly with the City Council at 11: 47
p.m.
5 . CLOSED SESSION:
MOTION: Councilmember/Agency Member Montgomery moved and
Councilmember/Agency Member Wozniak seconded a motion to
adjourn to a joint Closed Session of the City Council and
Moorpark Redevelopment Agency for the purpose of discussing
the following Closed Session items:
Council:
A. Personnel.
B. Personnel pursuant to Government Code Section 54957 . 6.
C. Potential litigation pursuant to Government Code Section
54956 . 9 (b) (1) .
D. Potential litigation pursuant to Government Code Section
54956 . 9 (c) .
E. Negotiations for Real Property at 280 Casey Road
(Moorpark Unified School District) pursuant to Government
Code Section 54956. 8 .
F. Litigation concerning Moorpark vs. CalTrans (Case No.
123655) .
G. Litigation concerning City of Moorpark vs. Downs.
H. Negotiations for Real Property at 675 Moorpark Avenue
(Moss) and 661 Moorpark Avenue (Aikens) pursuant to
Government Code Section 54956. 8 .
I . Negotiations for Real Property on the North Side of Los
Angeles Avenue and South Side of Poindexter Avenue
contiguous to Mission Bell Plaza (Ken MacLeod) .
J. Negotiations for Real Property at 18 High Street (Abbott

Redevelopment Agency:
A. Negotiations for Real Property at 675 Moorpark Avenue
(Moss) and 661 Moorpark Avenue (Aikens) pursuant to
Government Code Section 54956.8.
B. Negotiations for Real Property at 18 High Street (Abbott
& Assoc. , Moorpark Chamber of Commerce, Moorpark
Melodrama) pursuant to Government Code Section 54956 . 8 .
C. Negotiations for Real Property on the North Side of Los
Angeles Avenue contiguous to Mission Bell Plaza (Ken
MacLeod) .
The motion carried by unanimous voice vote.
Present in Closed Session were all Agency/Councilmembers;
Steven Kueny, Executive Director/City Manager; Richard
Hare, Agency Treasurer/Deputy City Manager; and Cheryl
Kane, Agency Counsel/City Attorney.
The meeting reconvened into Open Session at 12 : 20 a.m.
Mr. Kueny stated only Council items C. , D. , and
Redevelopment Agency items A. , and C. were discussed and
there was no action to report.
6. ADJOURNMENT:
Chairman Lawrason adjourned the meeting. The time was 12 : 20
a.m.
