A. Consider vesting Tract Nos. 4340, 4341, and 4342; Planned
Development Permit Nos. 1070, 1071 and 1072; and Zone Change
Nos. 2815, 2816 and 2817, West Village (Urban West
Communities).The applicant is requesting approval to
subdivide the subject property into 499 single family lots and
five recreation lots as follows: Tract 4340, 166 lots; Tract
4341, 154 lots; and Tract 4342, 179 lots. The project is
located adjacent, north and south of Tierra Rejada Road between
Walnut Creek Road and the north terminus of Tierra Rejada Road
at the Arroyo Simi . Staff Recommendation: Continue the Public
Hearing to the meeting of October 28, 1987 as requested by the
applicant.
Any member of the public may address the Council during the Public Comments
portion of the Agenda, unless it is a Public Hearing item. Speakers who wish
to address the Council concerning a Public Hearing item must do so during the
Public Hearing for that item. Speaker Cards must be received by the City Clerk
prior to the Call to Order of the meeting. Speakers will be heard in the order
that their Speaker Cards are received. A limitation of 3 minutes shall be
imposed upon each speaker.

A. Consideration of Redevelopment Feasibility Study and
Preparation of Redevelopment Plan. Staff Recommendation:
Proceed with preparation of the Redevelopment Plan.
ADJOURN AS THE REDEVELOPMENT AGENCY AND RECONVENE AS THE CITY COUNCIL.
11. DISCUSSION/ACTION ITEMS:
D. Consider the establishment of priorities for City projects and
responsibilities. Staff Recommendation: Give staff direction
as deemed appropriate. (Continued from September 2, 1987, Item
11. F.; September 16, 1987, Item 11.B. , and October 7, 1987. )
G. Consider the Tree Removal Project bids. Staff Recommendation:
Award the bids. (Continued from October 7, 1987. )
H. Consider a report regarding illegal dumping within the City.
Staff Recommendation: Direct staff as deemed appropriate.
I. Consider a report regarding Code Enforcement activities from
July 1987 to October 8, 1987. Staff Recommendation: Direct
staff as deemed appropriate.
J. Report concerning wall concerns on Lot 11 of Tract No. 4037 and
RPD-1044 (CalProp). Staff Recommendation: Direct staff as
deemed appropriate.
12. ORDINANCES:
A. Ordinance No. 91. A proposed ordinance amending Measure F, an
ordinance establishing a residential development management
system of the City of Moorpark, relative to the annual
residential development allotment for calendar year 1986.
Staff Recommendation: Approve the ordinance for second reading
and adoption.
B. Ordinance No. A proposed ordinance amending Chapter
2.06 of Title 1 of the Moorpark Municipal Code, relating to the
resignation of commissioners Staff Recommendation: Approve
the ordinance for first reading and introduction.
