Moorpark College August 19, 1987 AUG 1 9 198/ CITY OF MOORPARK Mayor Clinton Harper City of Moorpark 799 Moorpark Avenue Moorpark, CA 93021 Dear Mayor Harper: This is_ in relation to Ms. Wall's letter to me of July 28, 1987, directed at the signage issue at the corner of Campus View Avenue and Campus Road. The college asks that the City Council rescind or delay its action to implement a "no right turn on red" and allow the substitution of an alternate action as follows. That Moorpark College provide on-site police presence at Delfin Street between the weekday hours of 7:30 a.m.-9:00 a.m., to begin September 8, 1987. The purpose of this police presence would be to periodically stop through traffic on Campus Park Drive and thereby to allow exit from Delfin by the residents of that area. This police action would be continued until such time as the City and the College jointly agreed that this mitigation was no longer needed. The College recognizes the City's right to alter the above arrangement if the result is unsuccessful . Thank you. Sincerely, Stanley L. B w s eh c: W. Ray Hearon August 4, 1987 President Mayor Clinton Harper City of Moorpark 799 Moorpark Avenue Moorpark, CA 93021 Dear Mayor Harper: On July 30, this institution received notice of action by the Moorpark City Council to alter traffic control at the intersection of College View Avenue and Campus Park Road. Please reference the attached letter dated July 28, 1987, from Maureen W. Wall, City Clerk. The college is deeply concerned about this action and asks that implementation be delayed until a meeting can be held between the parties of interest. We believe that execution of the plan as set forth in the City Council action would represent a disaster to the students and staff of this college and to the public traveling on state highway 118. Specifically, we anticipate that an enormous traffic jam will take place from September 8 forward, blocking highway 118 and all entrance/exit roads into the campus. This, in turn, will increase the risk of accidents, delay general public movement and provide a situation where access by emergency vehicles will be compromised. It seems to us that there are numerous alternatives to the decision. We would hope that the City of Moorpark would halt action and ask for a meeting involving the college, CAL TRANS and the Sheriff's Department. Your prompt reaction to this entreaty is urged. Bowers : In your letter to the City dated July 1 , 1987 , you asked Council to not adopt 11no right turn on red" signage at the corner of Campus View Avenue and Campus Road. The Council did take your concerns into consideration however , at their meeting of July 8, 1987 , Council directed the installation of signs prohibiting right turns on red for northbound traffic on College View making the eastbound right turn onto Campus Park Drive . They also directed an "all red rest" be implemented if the right turn on red prohibition does not enable traffic from Delfin Street to satisfactorily pass through the intersection at Campus Park Drive . Staff will be monitoring this area during the first two weeks of school to be sure these modifications will optimize the flow of traffic at the intersection of College View and Campus Park. Before a "no right turn on red" ordinance is adopted for the corner of Campus View Avenue and Campus Road, we feel a traffic study should be undertaken as to the effects of such action. We have a concern that such a prohibition might back incoming traffic to the college onto Highway 118 during peak hours. We at Moorpark College will be happy to work with your staff on such a traffic study and on other traffic issues as needed. Sincerely, Stanley L.
