I have been requested by the Board of Education to advise you,
and to request that you advise the City Council, that the Board
of Education is proposing a joint meeting of the Council and
Board to be held on March 14, 15 or 17, at 6:30 p.m. at Chaparral
Middle School. The Board of Education has asked that I meet with
you and/or your designee to develop the formal agenda so that we
can meet our Brown Act requirements and have agreement on the
specific items to be discussed by the two bodies in the meeting.
I would appreciate the opportunity to meet with you at your
convenience to discuss the meeting agenda, procedures, and a
possible date. The members of the Board of Education have noted
the items of interest expressed in Mayor Galloway's letter to
them, dated January 26, 1988, (copy attached). We can plan to
include those items in our discussion.
Thank you in advance for your cooperation. I look forward to
hearing from you soon.

The City Council is disappointed that the Board decided not to meet with the
City Council to explain first hand your objectives and strategy concerning
the current high school site. We understand your desire to pursue an
optimal course of action concerning disposition of this site. The Council
would have liked the opportunity to have discussed this between the two
elected policy-making bodies prior to your action.
There is a public perception that the District avoided a discussion with the
City on this matter, and the urgency to act on November 24, 1987 was not
justified. There was plenty of time for us to have met between November 24,
1987 and January 12, 1988 when the Board approved the consultant services
contract for disposition of tne high schooi site.
There is also one continuing question from your December 18, 1987 letter
that puzzles the City. This is the relationship of the West Village school
site to the disposition of the current high school. The language of the
conditions for Tract 4341 was precisely as requested by District Staff. The
City approved this project with the understanding that the developer would
provide this site to the District in any manner desired.by the District,
inc 1 udi ng outright dedication. The Council is a 1 so concerned that the
District failed to address in the August 18, 1987 report on the disposition
of the matter (or otherwise) our request of April.22, 1987 that you consider
an interim (temporary) park use on the lower fields. We would appreciate
clarification and a response on these two matters.

Even if you are unwilling to discuss the disposition matter, we still have
other topics of mutual concern to warrant a joint session at this time.
Topics could include:
1. The new high school relative to facilities planned for the adjacent
Community Park.
2. Location of the road into the Community Park through future lower
area of the high school.
3. Interest and potential need for a joint powers agreement for
reciprocal use of facilities and related matters.
4. Need for additional school sites other than the PC-3 West Village
site and District's plan and schedule for acquisition.
5. Joint planning of the contiguous West Village school and park sites.
Again, we feel there is no reason to delay a joint meeting and look forward
to your favorable response. I will be personally contacting you regarding
possible arrangements for a joint meeting.
