GENOVESE Chief of Police CityTreasurer M E M O R A N D U M T0: The Honorable City Council FROM: Community Services Department ^ DATE: March 10, 1988 SUBJECT: MOORPARK YOUTH ACTIVITIES COMMITTEE - REQUEST WAIVER OF BUILDING FEES FOR USE OF COMMUNITY CENTER The Moorpark Youth Activities Committee is requesting a waiver of fees for Friday evening April 29, 1988, from 6:00 p.m. to 11:00 p.m. for a Cinco De Mayo Dance. Applicant would utilize the multi -purpose room and the kitchen. Mrs. Mc Gowan, the Committee's spokesperson, indicated they are agreeable to meeting and paying all other requirements and direct costs which include: pro -rated refundable cleaning/security deposit $150, (cost of after function clean-up deducted from this deposit); a one day selling permit $10 (if required); amplified sound permit, n/c; a staff maintenance worker at $7 hr., four hour minimum, $28 minimum; 2 security guards (staff decision as to number required - generally 1 per 100 person in attendance. Additionally, past Parks & Recreation Commissioners have required at least 12 chaperones be present at all public teen dances. Fees being requested waived are: the room rental fees (multi -purpose room), $80/5 hrs. use; and the kitchen fee of $40, $8 ea hr. 799 Moorpark Avenue Moorpark, CeM1tomie 93021 (8D5) 529-8884 The Honorable City Council MYAC-request March 10, 1988 Page 2 Liability coverage will be handled through the City's standard hold harmless clause on the City's Facility Use Permit, as with all other groups renting the Community Center. Council, at their January 20, 1988 meeting, approved a similar request of waiver of fees for the Moorpark Youth Activities Committee for a Valentine Day Teen Dance. STAFF RECOMMENDATION: As this is a nonprofit organization, who will be using funds generated to provide other City-wide events, staff recommends waiver of fees for this event except for direct City related costs which include City staff and cleaning/security deposit. This is the second teen dance our Committee will have sponsored since we organized earlier this year. In order for us to provide the best possible environment including decorations and refreshments, we find it is extremely expensive. Since we are a non-profit organization, we hereby request a waiver of the rental fees for the use of the Community Center. We will, of course, pay the usual security and cleaning fees in advance.
