SUBJECT: AUTHORIZE RECRUITMENT FOR ADDITIONAL PLANNING POSITION
As the City Council is aware, the work activities for the Community
Development Department have not decreased even with the slow down in
residential activity. A number of other items have been delayed or
have taken longer than expected due to other demands on staff time.
The most noteable example is the General Plan Update. In addition, a
number of items have not even been initiated as a result of the current
work needs. These include Citywide traffic mitigation report, hillside
ordinance, zoning ordinance revision and local planning ordinance.
Implementation and administration of development projects,
implementation of Measure I F', code enforcement activities, economic
development and general public inquiries have all increased to some
extent.
Another concern that I have is the impact on the Director of Community
Development. Because of these and other demands, the management and
administrative tasks have by necessity taken a backseat to the
processing of applications and preparation of special reports. This is
counterproductive in the long run and may be detrimental to the
operations of both the Department and the City in general.
The Director of Community Development is currently preparing a formal
report concerning work activities and needs of the department. The
preliminary findings indicate that an additional planning position is
likely to be needed. This is in addition to the vacancy in the
Associate Planner position. The Director's report will also include
funding considerations and the cl-assification level for the proposed
position i.e. Senior Planner or Associate Planner level.

To preclude further de1ay in the event the Council ultimately
authorizes an additional position, it is recommended that the Council
authorize the recruitment and establishment of ah eMp 1 oyment 1 i st for
the Senior Planner classification. The current salary range for Senior
Planner is $2,670 -$3,246. The City does not have a current
employment list and hasn't conducted an examination for this position
in nearly two (2) years. Even if the Council does not subsequently
authorize an additional position, the City would have an eligibility

STAFF RECOMMENDATION
Authorize recruitment and establishment of an employment list for the
Senior Planner classification.
