Additional Information for the Highway 118
Alignment Study
BACKGROUND INFORMATION
At the City Council meeting of February 17, 1988, the City
Engineer was directed to provide additional information for
Highway 118 through the Virginia Colony area. This
information consisted of the preparation of a formal request
to Caltrans for the installation of a "Jersey Barrier'' along
the centerline of Highway 118, conduct meetings with the
adjacent property owners/tenants to determine their
requirements for dedicating right-of-way in connection with
left hand turn pockets into their properties and prepare
cost estimates for construction of left hand turn pockets
into the properties.
Meetings were held with the owners of Conejo Ready Mix and
Iron Fabricators on March 1, 1988. At that time it was
determined that both property owners would be receptive to
dedicating the right-of-way necessary to provide left hand
turn pockets into their properties. on the 4th of March a
meeting was held with Caltrans to establish criteria for the
installation of the turn pockets. At that time it was
determined that the preferred alternative for Highway 118
would be to install the left hand turn pockets in lieu of
constructing any type of barrier along Highway 118. It was
noted by the Caltrans representative that a concrete barrier
along the centerline of Highway 118 in this area would be
substandard and completely unacceptable to Caltrans.
Caltrans favors the idea of providing a continuous left hand
turn pocket from the Iron Fabricators property west along
Highway 118 to Conejo Ready Mix. This would provide for
easier access into both properties and minimize traffic

conjestion, as well as provide a safe lane for trucks to
enter when exiting the properties.
In order to determine the exact quantities and scope of work
involved in providing this middle left hand turn lane the
City Engineer will require more time to conduct a field
survey and measurements to establish quantity estimates and
cost estimates for the above work. The City Engineer will
meet with Cal trans one more time in order to incorporate
Caltrans design concerns into the proposed improvements.
The cost estimate will be presented to the City Council at
the April 6, 1988 meetinn.
