RESOLUTION NO. 88-11 l
A RESOLUTION OF THE CITY OF MOORPARK
AMENDING THE SPEED LIMIT AND POSTING
SPEED LIMIT SIGNS ON WILLIAMS RANCH ROAD
The City Council of the City of Moorpark does hereby resolve as follows:
SPdb,-, 1: Vehicle Code Section 22352 (b) (1) requires a local
street to be posted for 25 m.p.h., and Williams Ranch Road meets local
street criteria. The City Council finds that:
Section 2: The speed limit on Williams Ranch Road is amended
to 25 miles per hour.
Section 3: Based upon the aforementioned findings, the City
Council hereby directs the City Engineer to post speed limit signs on
Williams Ranch Road.
Section 4: Location 1 of Section 2 of Resolution No. 85-184
adopted April 1, 1985 is hereby repealed.

SUBJECT: CHANGE OF SPEED LlMIT ON WILLIAMS RANCH ROAD.
I reviewed the possibility of reducing the speed on Williams
Ranch Road. The street does qualify as a "local street" and
would allow the posting of 25 MPH.
The Vehicle Code requirement for a residential street (Section
515) of 13 homes on one side within one-quarter mile is
satisfied. Also, the street measured only 39 feet in width in
this area. However, currently it is posted 30 MPH.
The recent extra patrol in the area of Laurel Glen on Williams
Ranch Road indicated that speed violations on Williams Ranch
Road were in the 45-50 MPH range. It is questionable if
lowering of the current posted 30 MPH to 25 MPH will effect
these speeds. Our continuing radar enforcement can be
effective in controlling the speeds in the area. To that
extent, l have continued the enforcement effort of Williams
Ranch Road until furthe1· noJice.
Recommendation:
Continue the enforcement effort and reduce the speed limit from
30 MPH to 25 MPH.
