As directed by City Council, I recently sent a letter to the Peach
Hill Homeowner' s Association and designated residents within the Quail
Summit area concerning the proposal for a crosswalk mid-block on Quail
Summit Road.

RE: recent letters Quail Summit coosswalk
Dear Mr. Kueny:
I have read the letters and understand them well.
I agree also with the recent letter to you from Mrs. Jeanne Pert

As a homeowner/resident on Quail Summit sibce July, 1976, I have
watched what has happened over the years. I have watched drivers
on this street speed by and only fortunately, so far, has there
been no fatalies, yet.
I have enclosed 2 photos that I took today in Thousand Oaks on
Burning Tree in the 1500 block. These photos plainly show a marked
crosswalk, NOT AT AN INTERSECTION, but in the block, with STOP SIGNS,
STOP painted in the street on both sides of the crosswalk, and white
painted lines across the street.
I would suggest that you make the trip to view this above described
crosswalk situation, or I would be glad to drive you over there.
Whatever you cause to be done, some or all of the suggestions, or
more, such as flashing red lights, I feel that something should be
done to protect the children, and others, crossing, and also to
attempt to slow down the speeding drivers.

Dear Mr. Kueny,
I am responding to the letter and reports sent to my home regarding the crosswalk on
Quail Summit Road in the Peach Hill Tract. I have reviewed the information and can
see your reasoning behind not putting in a crosswalk because of the reported higher
incidence of accidents at mid-block crosswalks. However, this does nothing about the
primary problem in our tract, particularly on that end of Quail Summit Road, which is
the excessive speed of vehicles. Summer is fast approaching, and the number of cars
will only increase as well as the number of small children playing. In the past we have
requested speed bumps to be placed on Quail Summit Road to no avail. The speed
bumps aiong with crosswaik signs wouid most assurediy be a far better soiution than
doing nothing, and uitimately keeping our children in jeopardy. Will we have to wait
until a child is injured or killed before you will take some action???
I lived in the San Fernando Valley for 20 years and saw the same problems arise, and
the lack of response by that city. And now the city of Moorpark, seems to be following
that typical mode of operation of "wait for a tragedy before acting in behalf of the
people". In the area where I lived, three youngsters were killed before something of
significance was done to remedy the situation. Will Moorpark follow suit, or will we put
the safety of our youngest generation in the forefront and meet this head on. The move
is up to you and the City Councii. I am sure that the residents of Peach Hiii Tract and
surrounding areas will be waiting to see what you plan to do about this matter.
