Richards, Director of Community Development DATE: April 15, 1988 (CC meeting of 4/20/88) SUBJECT: UPDATE TO THE CITY'S LAND USE AND CIRCULATION ELEMENT - LAND USE ELEMENT SCOPE OF WORK/CONCERNING CASEY ROAD HIGH SCHOOL SITE Background On March 16, 1988 the City Council considered requests from nineteen (19) property owners seeking inclusion towards land use amendments within the General Plan update. At that meeting the Council took action to tentatively set aside nine (9) of the requests and give consideration towards ten (10) specific properties (Nos. 1 , 2 , 4, 5, 6, 8, 9, 15, 17 and 18) on the attached list) . One of these properties was a late request within the process and had not yet reached final conclusion of just which land use designation was being requested. This property is the Moorpark High School property on Casey Road. Pursuant to the Council's direction this property is being returned for continued consideration. Also, per the Council's request the scope of work recommended by the staff and Planning Commission is being returned to the Council for a final review prior to the preparation of the draft Request for Proposal. •PJR:crl 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 HISCH/CCITEMS April 15, 1988 Page 2 Discussion Inasmuch as the Moorpark Unified School District did not identify a specific land use for the high school site; the Council needs to reach a conclusion on this amendment request. Without a specific designation the RFP will be more difficult to draft. Staff continues to support the concept of including the high school site. However, since the school district did not supply information to staff until Friday, an analysis of their proposal has not been undertaken. Staff has provided the draft scope of work for the preparation of the Land Use Element update as an attachment to this memorandum (see Planning Commission report dated November 12, 1987) . Within the attachment is a listing of project goals which were presented to the Commission but no formal action was taken. Staff would request the Council consider the adoption of a few basic goals regarding the update so as to more clearly define the City's intentions. Recommendation 1 . Allow the Moorpark Unified School District to make a presentations to the Council and include the high school site as part of the overall scope of work to update the Land Use Element of the General Plan_ 2. Approve, modify or reject the scope of work for the Land Use Element update. 3. Approve, modify or reject the draft goals for the update program.
