RE: Proposed Speed Humps at Laurel Glen Drive and Hillside Drive
As you may be aware, the City Counci1 is cons~deririg the µ1dce1nent of
speed humps on Laurel Glen Drive and Hillside Drive. Additional
consideration of this matter has been postponed until the regularly
scheduled May 4, 1988 Council meeting to allow for additional
consideration by the public. This meetinCJ starts at 7:00 P.M. at the
Community Center. A copy of the City Engineer's staff report on the
matter is enclosed. Each speed hump is estimated to cost $1,500 for
installation excluding contract administration and inspection by the
City Engineer's staff. Identified alternatives to the placement of
speed humps are to dead-end Hillside or Laurel Glen and/or eliminate
the cul-de-sac on Williams Ranch Road.
The City Council desires to hear your comments concerning this matter.
A copy of this letter and attached City Engineer's report is being
provided to each Homeowners Association in the North Village of
Mountain Meadows, the Tierra Rejada Neighborhood Council and the
residents potentially most affected by the proposed alternative actions.
In the event you have any questions or comments, please don't hesitat2
to contact members of the City Council, the City Engineer's office
(Willdan at 653-6597) or myself. Again, the Council is scheduled to
consider this matter on May 4 at 7:00 P.M.

Speed Humps
Laurel Glen Drive and Hillside Drive
BACKGROUND INFORM~"'-.TION
At the City Council meeting of March 16, 1988, the Cit.y
Council considered a request from citizens on Laurel Glen
Drive and Hillside Drive to install speed humps along their
streets due to high volume, high speed traffic. After
discussion, the City Council referred this matter to the
Public Works Committee, the City Manager and City Engineer
for further evaluation.
On March 21, 1988, a meeting took place which included the
Public Works Committee, City Manager and the City Engineer.
The following is a summ~ry of the conclusions of that

concluded that a total of five speed humps ~oul0
be necessary in order to be effective in reducing
speed. The conceptual location of these speed
humps is shown on Exhibit "A". Exc:i.ct placement
will take into consideration. the location of
driveways and street lights. A speed hump detail
used by a local agency is attached as Exhibit "B".
2. A second option would be to el iminatc the
cul-de-sac at the west end of Williams Ranch Road
and connect it to Walnut Creek Road.

3. Another option is to "dead end" Hillside Drive or
Laurel Glen Drive as indicated on Exhibit 1'C 11 •
This could be done independently or, in
combination with Option 2.
If the city Council chooses to proceed with the installation
of speed humps, it is suggested that this action be taken in
conjunction with a moratorium on additional speed hump
installations for a period of at least one year. This will
enable the City the opportunity to evaluate the
effectiveness and desirability of the speed humps.

Subject: March 25, 1988 Memorandum from City Engineer regarding
speed humps on Laurel Glen Dr. and Hillside Dr.
As residents of Williams Ranch Rd., which Laurel Glen Drive and Hillside Drive feed
into, we are well aware of the high volume, high speed traffic which brought about the
request for speed bumps at the March 16, 1988 meeting of the City Council. We agree
that if something is not done to reduce the speed and volume of traffic on these three
streets, a disaster such as the traumatic injury or death of an innocent child or adult will
eventually occur.
However, the memorandum from Mr. Delzeit fails to recognize that residents of
Williams Ranch Rd. are having to endure greater danger and nuisance from these
traffic problems than the residents of Laurel Glen Dr. and Hillside Dr. This increased
danger is due to the greater speeds obtained on our straight street compared to the
those achieved on Laurel Glen and Hillside, where drivers must slow to negotiate a
ninety degree turn. In fact, Mr. Delzeit is so callous to our safety that he puts forward a
proposal to open the cul-de-sac at the west end of Williams Ranch Road, which would
definitely increase the volume and speed of the traffic on our street and ultimately pose
an even greater risk to the lives and health of our families and neighbors. Since a
number of children from outside our immediate area use Williams Ranch Rd. to walk
to Peach Hill Elementary School (and considerably more will use our street with the
opening of the Peach Hill Park), the threat of injury extends to the families in a large
area, even children of the very people who are abusing our street. We honestly find this
l~ck of conce.-n for human safety by both the drivers involved and the City Engineer's
office for their poorly conceived proposals to be irresponsible and quite unacceptable.
The only rationale solution to the traffic problem seems to be the placement of a "dead-
end" in one of the three iocations on Hiliside Dr./Laurel Glen as noted in "Exhibit C" of
Mr. Delzeit's memorandum (3/25/88) or a cul-de-sac closure on Williams Ranch Rd.

The construction of a single dead-end or cul-de-sac should also be considerably less
expensive to construct and more effective than the many speed bumps which would be
required. The exact location of the dead-end or cul-de-sac could be left to the
residents of Hillside and Laurel Glen Drives since they would be the most affected by
the specific placement. Emergency vehicle access through the dead-end or cul-de-sac
could be obtained with the design of breakaway barriers or lockable poles or gates.
It is foreseeable that residents of Mountain Meadows might express feelings of
inconvenience at having this avenue of access denied to them. The basic inconvenience
they would experience is the difference in time it takes for them to drive from the
corner of Walnut Creek and Hillside to the corner of Williams Ranch Road and Peach
Hill. We have made numerous tests of the time it takes to go between these two points,
using the two existing paths. Observing the legally mandated speed limits, the minimum
time to get from one intersection to the other using Hillside/Laurel Glen/Williams
Ranch Road was one minute and thirty seconds. Using Walnut Creek/Tierra

Rejada/Peach Hill took a maximum of one minute and forty-five seconds to travel
between the same two points. A difference of only 15 seconds seems like a very small
price to pay for the life of a child.
In conclusion, there are several other ethical and legal issues involving the possible
opening of the Williams Ranch Road cul-de-sac which have been addressed by Patricia
B. Best. To save your time, we will not discuss these issues here but will express our
complete agreement and commitment to her views by signing the enclosed copy of her
