Consider a Proposal to Complete the Redevelopment
Feasibility Study
Attached is a revised proposal from Urban Futures, Inc. (UFJ) for
preparation of a Redevelopment Plan and related work. If work is
authorized to begin at this time and with a nine (9) month work
schedule culminating in plan adoption, 1988-89 could be established as
the base year.
On August 5, 1987, a contract with UFJ was approved in the amount of
$48,000 for preparation of a Redevelopment Plan and related work
including a feasibility study. This included an option to terminate
further work after completion of the feasibility study phase at a cost
not to exceed $15,000. As you are aware, the Council/Agency
exercised this option.
The revised proposal (October, 1988) is for a fee of $44,500.

proposed work which resulted in a fee of $44,500. The completion of
the same scope of work is now costing about $56,000 in other
communities. Other changes in the proposal include:
1. Modification in the number of meetings as follows:
A. Public meetings and hearings from 10 to 8.
B. Fiscal review from 8 to 4.

C. Staff technical from 20 to 6 .
The 38 meetings was an unrealistic number and most
were to be with staff. UFI has committed to attending
all necessary fiscal review meetings. It is also
anticipated that staff meetings can be held on the same
day as the public and fiscal review meetings to reduce
the number of trips to Moorpark. In addition, much of
the work with staff can be conducted by telephone.
2. Task #17 of the October, 1988 proposal does not include a
Council Workshop. UFI will conduct a workshop if desired by
the Council.
3. Task #21 of the June, 1987 proposal included preparation of
an implementation strategy.· This is not specifically
included, but UFI would assist with such as part of the plan
adoption if their assistance is needed.
4. The hourly rates for Senior Level and Secondary Level each
went up $5. 00/hour to $90. 00 and $25. 00 per hour,
respectively.
As with other contractors, in the event of litigation the City would
need to negotiate the cost of their participation. It would most
likely be on an hourly basis.
If this contract is accepted, the City would expend $59,500 for UFI's
services in preparation of a redevelopment plan for adoption. This is
exclusive of preparation of the legal description of the project area,
legal services and printing costs. We previously estimated these costs
at $7,000. In addition to the $15,000 for the feasibility study, the
City has spent about $1,000 for other professional services costs on
redevelopment activities.
In August, 1987, the City Council authorized a loan of $55,000 to the
Redevelopment Agency. About $16,000 has been spent to date.
Another estimated $13,000 would be needed to complete the work
necessry for plan adoption. Before approving the contract, the Council
will need to appropriate another $13,000 and authorize a loan to the
Redevelopment Agency. The previous appropriation/loan came from the
General Fund.
Staff Recommendation:
1. Authorize appropriation of $13,000 from the General Fund Reserve
as a loan to the Redevleopment Agency to complete the work
necessary for preparation and adoption of a Redevelopment Plan
(roll call vote required).

2. Accept UFI's October, 1988 proposal with modifications as
contained in this Staff report to prepare the Redevelopment Plan
and authorize the Mayor to execute the contract with UFI for this
work.
