GILLESPIE Chief of Police Possible Uses of the Excess Proceeds of Taxes (P. 0. T. ) In June, 1988, the voters of Moorpark approved Measure C which increased the City's Gann Limit for the four year period of 1986-87 through 1989-90. The Council subsequently established a Gann Fund to account for the so-called excess proceeds of taxes (P. 0. T.) . The Council previously received a report on the City's appropriation limit in February, 1988. The Council has requested that the matter of developing a plan for use of these funds be placed on the agenda for consideration. At the time of the February, 1988 report, the estimated excess P.O.T. for the aforementioned four year period was $906, 37 4. As part of the 1988-89 budget review, this estimated amount was revised to $832,936. The prlmary reason for this reduction was an increase in the actual pre-Measure C Gann Limit which resulted primarily from higher growth and inflationary rates in calculating the 1988-89 Limit. The Council has appropriated about $111,000 of the Gann Funds as follows: 1. $103,000 for additional 56 hour police unit for 1988-89. 2. $8,000 for downtown area law enforcement. As a result of anticipated savings, about $36,000 of this amount is not expected to be spent. The City has an estimated $757,936 unappropriated Gann Funds, including the estimated savings. The measure enacted by the voters (Section 2) stated that the funds be set aside 11 ••• to be used to maintain essential City services and to 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 The Honorable City Council September 6, 1988 Page 2 supplement the City's capital improvements budget for police, streets and parks. 11 There are many potentially beneficial projects and programs for which the funds can be used. (See Attachment "A" for a list of possible uses). I recommend that a large portion of the funds, as much as 75%, be set aside for future maintenance and capital needs. Older more established cities have established capital project funds for such needs. They generally try to set aside a portion of the General Fund for such long term needs in order to supplement other available sources. The City currently has an extimated $1. 4 Million General Fund balance. The February, 1988 report also included financial projections of both revenues and expenditures through 1991-92. Many capital and maintenance needs extend well beyond this period. For example, Campus Park Drive, constructed in the late 19701s and early 19801s, and Tierra Rejada Road constructed since 1985, will need to be resurfaced in the future. Even with the best preventative maintenance programs, these, as well as other City streets, need to be resurfaced about every fifteen ( 15) years. The City Engineer states that as a general rule of thumb, streets ( other than collector and major streets) should be slurry sealed about every five ( 5) years, and collector and major streets resurfaced every fifteen (15) years. As part of our 1988/89 work program, we hope to complete a five-year street maintenance program and this can be extended to project major costs for a longer period of time. In summary, the City has many unfunded current and projected needs. It is important to set priorities and to develop an annual spending program for the Gann Funds. The availability of such funds will probably be a one-time event and should be used for an appropriate balance of short and long term purposes. Staff Recommendation: 1. Consider possible uses of Gann Fund. 2. Direct Staff to return with additional information concerning projection of revenue and expenditures for both street and general purposes. Downtown Area Drainage In July, 1987, the City Engineer estimated the City's share of drainage improvements in the Central City area at $1. 9 Million. The City has budgeted $200,000 for High Street drainage improvements in 1988/89 and committed to an estimated $250,000 on Moorpark Avenue in conjunction with future Cal Trans projects. 2. Downtown Area Street Improvements -No accurate estimate has been developed. Improvements include both new installation and replacement. The City Engineer's office did a very cursory evaluation of areas requiring sidewalk and concomitant curb, gutter and street paveout. The estimate was about $700,000 and did not include reconstruction and replacement work. 3. Slurry seal and overlay program for all city streets on a periodic basis. 4. Funding for City portion of Tierra Rejada Road widening east of Spring Road until AOC and/or developer financing is available. 5. Funding for supplementing other available funds for landscaping of parkways and other sites at various locations throughout the City. 6. Proposal for Intra-City Public Transit Services currently under consideration by the Council. 7. City Hall Construction -It had been the goal to set aside $45,000 per year for this purpose. This was suspended in the 1987-88 and 1988-89 fiscal years. 8. Improvements for the Community Park and other park sites including swimming pool and other possible facilities. 9. Truck Scales. 10. Establish reserve funds if City determines to become self-insured for any of its insurance programs. 11. Undergrounding of utilities. 12. Development of City yard facilities. 13. Subsidized recreation programs. 14. Additional law enforcement and/or code enforcement activities. { Attachment "A" September 6, 1988 Page 2 15. Affordable Housing activities. 16. Recycling and household hazardous waste programs. 17. Alternative to existing Highway 23 north of Los angeles Avenue such as northerly extension of Spring Road to Broadway. 18. Grade separated railroad crossing. 19. Street improvements in Avenida Colonia and Nogales Street area. 20. Downtown area alley improvements. cm.8965
