Calrlornia 93010 805 987 1381 At your meeting of June 1, 1988, you were asked to consider an item regarding the addition of a patio enclosure to the Bank of A. Levy's Moorpark office. This project appeared as a consent item on your agenda, since the City planning staff had made their review of the plans and saw no problems with the design. During the course of the meeting, one Council member made a motion to remove the item from the consent agenda, contending that customers should not be exposed to the.elements while employees 'work in air-conditioned comfort'. She stated that the only•viable solution would be to create a fully enclosed, air-conditioned customer lobby, and later made a second motion that the project be redesigned in this manner and resubmitted as a major modification to the building. Following considerable discussion among the Council members, a motion was finally agreed upon to retain the minor modification status for the project, but also to require redesign of the lobby area to create a fully enclosed, air-conditioned space. The final design would be subject to review and approval by the Director of Community Development. Because this was still being treated as a consent item, we did not have the opportunity to address the Council about this matter. In addition, the Planner who had approved the original plans was on vacation and not present to express his reasoning and thoughts about the project. For this reason, we respectfully request the Council to reconsider its decision. Levy officials, both of whom find themselves in something of a "Catch 22 11 situation. As is usual for this type of project, several design options for the lobby were originally presented for review by all concerned parties. These were refined until we finally arrived at a solution acceptable to our client and to the City. Because Mr. Richards felt the final design was an appropriate solution, involving only minor changes to the existing structure, this item was placed on the consent calendar for what was expected to be swift approval. Now, however, due to the wording of the Council's action, he can only approve a design incorporating a fully enclosed lobby. What the Council members do not seem to understand is that this action would completely change the scope of the project. This building was originally designed to be a convenient walk-up teller branch office, and has always functioned as such. The Bank's intention was simply to provide protection from the late afternoon sun and glare at the teller windows, and to mitigate the effects of occasional westerly winds. One part of the building does function as an enclosed office, within which bank customers can carry out more formal bank business if they so desire. The Bank did consider an early preliminary design which enclosed the lobby, but they felt that it was neither necessary nor particularly desirable to change the original design of the branch, and the construction costs were prohibitive. The Bank of A. Levy wishes to provide a better facility for its customers and employees, but if they are obliged to meet the requirements in effect at present, budgetary constraints will force them to withdraw all modification requests and leave the Moorpark branch as it is. The Bank respectfully requests that the City Council reconsider its decision on this matter and approve the project as presented on June 1st.
