Knipe, Assistant City Engineer / .....,,_._ DATE: August 31, 1988 SUBJECT: Stop Signs Within South Village (Tracts-4140, 4141, and 4142) BACKGROUND INFORMATION At the August 17, 1988, City Council meeting, Council adopted resolution No. 88-499 authorizing the installation of stop signs at 15 locations within South Village (Tracts 4140, 4141, and 4142). However, as a result of an error discovered on the Tract 4140, 4141, and 4142 street plans, stop signs were also installed at all local/local street T-intersections within the tracts. Consequently, the Council should determine if the additional stop signs should be removed or allowed to remain in place based on the following considerations: Remove the Additional Stop Signs -From a technical standpoint, stop signs are not required at local/local street T-intersections. As stated in the California Vehicle Code, the driver of a vehicle on the terminating leg (the "stem" of the Tee) of an uncontrolled T-intersection is required to yield the right-of-way to the driver of a vehicle on the intersecting continuing cross street. Therefore, since the California Vehicle Code reflects actual motorists' behavior, removal of the stop signs at the locations shown on Exhibit "A" would not reduce operational safety at the intersections. Also, removal of the stop signs would reduce the proliferation of unnecessary stop signs. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 Page -2- Allow the Additional Stop signs to Remain in Place - The developer has indicated that some residents have expressed their desire for maintaining stop signs at the locations shown in Exhibit "A". The Council should be aware that if the signs are removed, the perceived needs of the residents may result in requests for reinstallation of some of the stop signs. Some additional sign maintenance costs would also be incurred by the City if these signs are allowed-to remain in place. If the Council chooses to allow the additional stop signs shown on Exhibit "A" to remain in place, the attached resolution could be adopted to render the signs enforceable. RECOMMENDED ACTION Direct the City Manager to provide for the removal of stop signs at the locations identified in Exhibit "A". OR Adopt Resolution 88-authorizing the installation of "STOP" signs at various locations within South Village (Tracts 4140, 4141, and 4142) as shown in Exhibit "A". WHEREAS, Section 21351 of the California Vehicle Code authorizes the City to place and maintain, or cause to be placed and maintained, such appropriate signs, signals or other traffic control devices as may be necessary properly to indicate and carry out the provisions of the Vehicle Code or local traffic ordinances or to warn or guide traffic; NOW, THEREFORE, THE CITY COUNCIL OF DOES HEREBY RESOLVE, THE CITY OF DETERMINE AND MOORPARK, CALIFORNIA, ORDER AS FOLLOWS: SECTION 1. Intersection of Quailwood Street and Winterwood Court -Installation of a one-way "STOP" sign on the north leg, requiring traffic on Winterwood Court to stop before proceeding through the intersection. Intersection of Quailwood Street and Bending Oak Court -Installation of a one-way "STOP" sign on the north leg, requiring traffic on Bending Oak Court to stop before proceeding through the intersection. Intersection of Quailwood Street and Flowerwood Court -Installation of a one-way "STOP" sign on the west leg, requiring traffic on Flowerwood Court to stop before proceeding through the intersection. Intersection of Chestnut Ridge Street and Quailwood Street -Installation of a one-way "STOP" sign on the north leg, requiring traffic on Quailwood Street to stop before proceeding through the intersection. Intersection of Chestnut Ridge Street and Timberview Court -Installation of a one-way "STOP" sign on the south leg, requiring traffic on Timberview Court to stop before proceeding through the intersection.
